Approve Change Order and Revised Project Cost Analysis for an Existing <br />Construction Contract with iBuild Spectrum, Inc., for a Total Project Delivery Cost <br />of $1,740,000, for the Campesino Park, Memorial Park, and Madison Park <br />Restrooms (Project Nos. 21-7533, 21-7534, 21-7535) (Non -General Fund) (Revive <br />Santa Ana Program) <br />Department(s): Public Works Agency <br />Recommended Action: Authorize the City Manager to approve Change Orders and <br />revise the Project Cost Analysis to reflect a transfer of savings from construction <br />administration and inspection to contingency in an amount of $33,898, with a total <br />Project Delivery Cost of $1,740,000. <br />MINUTES: Councilmember Penaloza spoke regarding vandalism at the <br />construction site and liability insurance maintained by the contractor. <br />Councilmember Phan spoke in support of the item and requested staff research <br />options for a proactive policy to secure construction sites. <br />MOTION: Councilmember Penaloza moved to approve the recommended <br />action for Item No. 25, seconded by Councilmember Hernandez. <br />The motion carried, 7-0, by the following roll call vote: <br />AYES: COUNCILMEMBER BACERRA, COUNCILMEMBER <br />HERNANDEZ, COUNCILMEMBER PENALOZA, <br />COUNCILMEMBER PHAN, COUNCILMEMBER VAZQUEZ, <br />MAYOR PRO TEM LOPEZ, MAYOR AMEZCUA <br />NOES: NONE <br />ABSTAIN: NONE <br />ABSENT: NONE <br />Status: 7 — 0 — Pass <br />26. Authorize the City Manager to reject the bid submitted <br />by EBS General Engineering Inc. as non -responsive and award a construction contract <br />to Towo Enterprise, Inc., the lowest responsive bidder, in accordance with the base bid <br />in the amount of $319,320, for construction of the Pedestrian and Mobility Phase I, for <br />the term beginning June 6, 2023 and ending upon project completion, subject to <br />non -substantive changes approved by the City Manager and the City Attorney. <br />CITY COUNCIL 16 June 06, 2023 <br />
