COOPERATIVE AGREEMENT NO. C-3-2323 <br />EXHIBIT B <br />OPERATIONS <br />1.0 DEFINITIONS <br />All capitalized terms used in this Exhibit B will have the same meaning ascribed to them in Article <br />1 of the Agreement. <br />2.0 AUTHORITY OPERATIONS <br />2.1 Pre -Revenue Operations <br />Pre -Revenue Operations will begin during the construction phase of the OC Streetcar Project <br />when construction is substantially complete, startup and testing is underway or complete, and the <br />AUTHORITY's Operations Control Center is staffed full time. The AUTHORITY shall notify the CITY in <br />writing at least two (2) weeks before Pre -Revenue Operations is initiated and twenty-four (24) hours prior <br />to Pre -Revenue Operations. <br />Pre -Revenue Operations will effectively begin operations with the exception of passenger service. <br />2.2 System Operations <br />The AUTHORITY is responsible for the operation of the System. System operations shall be <br />performed in a manner compliant with the requirements of this Agreement and as directed by the <br />AUTHORITY's Board of Directors. <br />System vehicles and operators traveling on the Guideway shall be subject to all traffic control <br />ordinances, statutes, and regulations, not in conflict with federal law. <br />2.3 Minimize Impacts <br />The AUTHORITY shall operate the System in a manner that minimizes negative impacts to the <br />CITY and other local jurisdictions, to the extent practicable, while meeting all local, state, and federally <br />mandated requirements. <br />2.4 Access <br />The Parties shall develop a program that allows the AUTHORITY to park service vehicles for a <br />time not longer than four (4) hours in metered stalls or other acceptable locations while performing <br />operational duties utilizing either government license plates, bagged meters, or other methods. <br />Exhibit B <br />Page 1 <br />
