C-3-2323 <br />X. "Payment" means the action or process of paying monetarily. In -kind match shall not be used <br />as Payment. <br />Y. "PE ROW' means OCTA's right of way, also known as the corridor, in part, where the Pacific <br />Electric railway operated, and for this Agreement, is between the CITY limits at Westminster Avenue and <br />Raitt Street excluding the crossings at Westminster Avenue, Fairview Street and 5t" Street. <br />Z. "Platform" or "Platforms" are the facilities where streetcar passengers can enter or leave <br />streetcar vehicles along the Guideway. A Platform includes canopies, fare collection equipment, signage, <br />lighting, tactile strips, pedestrian guard rails, leaning rails, pavers or concrete surface materials, trash <br />receptacles, benches, walls supporting platform, communication cabinets, variable message signs, <br />cameras, and other functionally related and appurtenant equipment and facilities. <br />AA."Pre-Revenue Operations" is the simulation of Revenue Service during the construction <br />phase of the OC Streetcar Project. Pre -Revenue Operations allows the AUTHORITY and the CITY to <br />simulate Revenue Service, train streetcar operators, burn -in streetcar vehicles, utilize permit procedures, <br />and begin preparation for Revenue Service. Operations and maintenance activities, including track <br />access procedures, will begin upon the commencement of Pre -Revenue Operations. <br />BB."Revenue Service" means the point at which the System is operational and providing service <br />to the public as intended. <br />CC. "SSC" means the Safety and Security Committee. <br />DD. "Streetcar" or "Streetcars" means those rail vehicles Utilizing the Guideway to carry <br />passengers. <br />EE."Track Access Permit" means the permit issued by the AUTHORITY for certain operational <br />and maintenance activities within the Controlled Work Access Zone as provided for in Exhibit D. <br />FF. "Transit Siqnal Priority Equipment" means the signal equipment used to provide Streetcar <br />signal priority on CITY streets. Transit Signal Priority Equipment includes the Streetcar priority detection <br />equipment typically located on CITY traffic signal poles or mast arms, the priority emitter installed on <br />1 <br />Page 5 of 14 <br />
