No impacts would occur in this regard. <br />EXCESSIVE NOISE NEAR AIRPORTS <br />The nearest airport to the project site is the John Wayne Airport located approximately five miles <br />to the southeast. The project site is not located within two miles of the airport. Additionally, the <br />project site is not located within the vicinity of a private airstrip or related facilities. Therefore, <br />project implementation would not expose people residing or working in the project area to <br />excessive noise levels associated with aircraft. As such, the impacts would be less than <br />significant. <br />NOISE IMPACTS TO ON -SITE SENSITIVE RECEPTORS <br />The project site is located adjacent to an existing railroad alignment. The railroad is currently not <br />operational and is being developed to build a fixed guideway system, OC Streetcar. Due to the <br />proximity of the project site to the railroad alignment, future operations of the railroad have the <br />potential to elevate existing noise levels, particularly during streetcar operations and crossing <br />signal noise along Fairview Street located at approximately 90 feet from the project site. Based <br />on the Santa Ana and Garden Grove Fixed Guideway Project Noise and Vibration Technical <br />Report, prepared by URS Corporation and dated February 2012, noise from the operation of <br />future streetcars have the potential to range from approximately 43 dBA Ldn during crossing <br />activities to 59 dBA Ldn during blowing warning horn at approximately 100 feet. As such, exterior <br />noise levels impacting the project site from the operation of future streetcars would not increase <br />the existing ambient noise levels; refer to Table 7. Furthermore, future noise level impacts from <br />OC Streetcar operations would be within the normally acceptable range of 50 to 70 dBA CNEL.28 <br />As such, noise impacts to on -site sensitive receptors would be less than significant. <br />4.13.3 Conclusion <br />As such, the project is consistent with buildout of the General Plan Update. Upon implementation <br />of RR N0I-2 and N0I-3, the proposed project would not have any specific effects which are <br />peculiar to the project or the site. There are no project specific impacts or potentially significant <br />off -site or cumulative impacts the GPU EIR failed to analyze, and there are no new significant or <br />substantially more severe impacts to noise and vibration than anticipated by the GPU EIR. <br />Applicable GPU EIR Regulatory Requirements/Mitigation Measures: <br />RR N0I-2 Construction Noise Sources: Section 18-314(e) of the Santa Ana Municipal <br />code prohibits construction activities to the hours of 7:00 AM to 8:00 PM Monday <br />through Saturday. <br />RR N0I-3 Stationary Noise Sources: Section 18.312 of the Santa Ana Municipal Code <br />establishes standards for stationary noise sources. <br />28 State of California Governor's Office of Planning and Research, General Plan Guidelines, Julv 2017. <br />Dec i y ouncil 26 — 109 1/16/20'2 e49 <br />
