Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />4.14 Population and Housing <br />4.14.1 GPU EIR Findings <br />The GPU EIR concluded that full buildout of the General Plan Update would result in a population <br />of 431,629 and the City's 2045 population growth would be approximately 20 percent greater than <br />the Orange County Council of Government (COG) 2045 population projections for the City. <br />Furthermore, it is anticipated that General Plan Update buildout would result in 115,053 dwelling <br />units, which exceeds the Orange County COG's housing projections for the City by 38 percent. <br />As such, impacts are considered potentially significant. However, there are no feasible mitigation <br />measures to mitigate the population and housing growth anticipated for the buildout of the General <br />Plan Update. Further, the purpose of the General Plan Update is to provide orderly growth in the <br />City through the distribution, location, balance, and extent of land uses, and the General Plan <br />Update would provide more housing opportunities than currently exist during a time when there <br />is a housing crisis. Still, impacts to population and housing were determined to be significant and <br />unavoidable. <br />4.14.2 Project Analysis <br />The project proposes to remodel and reoccupy a building formerly occupied by an automotive <br />repair use as an office building for Vista Charter Public Schools. Vista Charter Public Schools <br />operates six public charter schools in Los Angeles and Orange County and serves a total of 1,500 <br />students. The proposed project creates an opportunity to have a district office located next to the <br />organization's largest school, Vista Heritage Global Academy. While the headquarters would <br />provide new office and conference space for employees of Vista Charter Public Schools, it is not <br />anticipated that the project would generate new employment opportunities within the existing <br />organization. Additionally, proposed outdoor areas would serve existing students of the adjoining <br />Vista Heritage Global Academy and would not increase existing school capacity. As a result, the <br />proposed project would not directly or indirectly result in substantial unplanned population growth <br />in the area or displace substantial numbers of existing people or housing. Further, as discussed <br />in Section 4.11, Land Use and Planning, the project would meet the design standards of the <br />FLEX-1.5 designation and would be consistent with the applicable General Plan Update Land <br />Use Element goals and policies. Therefore, consistent with the General Plan Update, less than <br />significant impacts to population and housing would occur. <br />4.14.3 Conclusion <br />As such, the project is consistent with of the General Plan Update. The proposed project would <br />not have any specific effects which are peculiar to the project or the site. There are no project <br />specific impacts or potentially significant off -site or cumulative impacts the GPU EIR failed to <br />analyze, and there are no new significant or substantially more severe impacts to population and <br />housing than anticipated by the GPU EIR. <br />Applicable GPU EIR Regulatory Requirements/Mitigation Measures: No GPU EIR regulatory <br />requirements or mitigation measures apply. <br />4.15 Public Services <br />4.15.1 GPU EIR Findings <br />The GPU EIR concluded that introduction of new structures and additional residents and workers <br />to the City would increase the demand for fire and police protection services.
