No new or substantially more severe impacts would occur compared to <br />the determination in the GPU EIR, and no new mitigation measures are required. <br />As stated, the City is not within an NCCP/HCP area. Therefore, the proposed project would not <br />conflict with an NCCP/HCP or other approved local, regional, or State habitat conservation plan. <br />4.4.3 Conclusion <br />Overall, the project is consistent with the General Plan Update. With implementation of RR B-2 <br />identified in the GPU EIR, the proposed project would not have any specific effects which are <br />peculiar to the project or the site. There are no project -specific impacts or potentially significant <br />off -site or cumulative impacts the GPU EIR failed to analyze, and there are no new significant or <br />substantially more severe biological resource impacts than anticipated by the GPU EIR. <br />Applicable GPU EIR Regulatory Requirements/Mitigation Measures: <br />RR B-2 Regulatory requirement for potential direct/indirect impacts to common and <br />sensitive bird and raptor species will require compliance with the California Fish <br />and Game Code Section 3503. <br />4.5 Cultural Resources <br />4.5.1 GPU EIR Findings <br />The GPU EIR concluded that future development under the General Plan Update could adversely <br />impact the City's numerous historical properties listed in national, State, and local registers. <br />However, impacts would be reduced to less than significant levels upon implementation of RR <br />CUL-1 through CUL-6 and Mitigation Measures CUL-1 through CUL-7. Specifically, Mitigation <br />Measure CUL-1 would require a historical resources assessment (HRA) for structures 45 years <br />or older. Mitigation Measure CUL-2 would require the maximum use of the Secretary of the <br />Interior's Standards for the Treatment of Historic Properties with Guidelines for Preserving, <br />Rehabilitating, Restoring and Reconstructing Historic Buildings to ensure that projects involving <br />relocation, conversion, rehabilitation, or alteration of a historic resources would not impair any <br />historical significance. In the event that impacts to historical resources cannot be avoided, <br />Mitigation Measure CUL-3 would require the affected historical resources to be thoroughly <br />documented before issuance of any permits and may also require additional public education <br />efforts and/or memorialization of the historical resource. To reduce impacts to archaeological <br />resources and prior to ground -disturbing activities, Mitigation Measure CUL-4 requires an <br />Archaeological Resources Assessment be conducted under the supervision of a qualitied <br />archaeologist. If potentially significant archaeological resources are identified and impacts cannot <br />be avoided, Mitigation Measure CUL-5 requires a Phase II Testing and Evaluation investigation <br />be performed by a qualified archaeologist. If the Archaeological Resources Assessment does not <br />identify archaeological resources but indicates the project area to be highly sensitive for <br />archeological resources, a qualified archaeologist and a Native American monitor culturally <br />affiliated with the project area must monitor all ground -disturbing activities in the areas of high <br />archaeological sensitivity. Pursuant to Mitigation Measure CUL-7, if the Archaeological <br />Resources Assessment does not identify potentially significant archaeological resources but the <br />site has moderate sensitivity for archaeological resources, a qualified archaeologist must be <br />retained on -call.
