Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />Table 4 <br />Consistency with the 2022 Scoping Plan: AB 32 GHG Inventory Sectors <br />Actions and Strategies <br />Project Consistency Analysis <br />Smart Growth I Vehicles Miles Traveled VMT <br />Reduce VMT per capita to 25% below <br />Consistent. The project would require installation of bicycle parking in <br />2019 levels by 2030, and 30% below <br />accordance with the 2022 Title 24 standards and CALGreen Code, which would <br />2019 levels by 2045 <br />promote alternative mode of transportation to reduce VMT. Additionally, the <br />project would be located near an existing Orange County Transportation Authority <br />transit stop. As such, the project would be consistent with this action. <br />New Residential and Commercial Buildin s <br />All electric appliances beginning 2026 <br />Consistent. The project is expected to consist of natural gas heating and/or <br />(residential) and 2029 (commercial), <br />cooking on -site. The City has not adopted an ordinance or program limiting the <br />contributing to 6 million heat pumps <br />use of natural gas for on -site cooking and/or heating. However, if adopted, the <br />installed statewide by 2030 <br />project would comply with the applicable goals or policies limiting the use of natural <br />gas equipment in the future. Furthermore, the project would install high efficiency <br />lighting and appliances. As such, the project would be consistent with this action. <br />Construction Equipment <br />Achieve 25% of energy demand <br />Consistent. The City has not adopted an ordinance or program requiring <br />electrified by 2030 and 75% electrified by <br />electricity -powered construction equipment. However, if adopted, the project <br />2045 <br />would be required to comply with the applicable goals or policies requiring the use <br />of electric construction equipment in the future. As such, the project would be <br />consistent with this action. <br />Non -combustion Methane Emissions <br />Divert 75% of organic waste from landfills <br />Consistent. Senate Bill (SB) 1383 establishes targets to achieve a 50 percent <br />by 2025 <br />reduction in the level of the Statewide disposal of organic waste from the 2014 <br />level by 2020 and a 75 percent reduction by 2025. The law establishes an <br />additional target that not less than 20 percent of currently disposed edible food is <br />recovered for human consumption by 2025. The project would comply with local <br />and regional regulations and recycle or compost 75 percent of waste by 2025 <br />pursuant to SB 1383. As such, the project would be consistent with this action. <br />Source: California Air Resources Board, 2022 Scoping Plan, November 16, 2022. <br />Consistency with the General Plan Update <br />As previously stated, the project proposes to remodel and reoccupy an existing building to use as <br />an office building. As an infill redevelopment project, the proposed project would require and <br />produce less water, waste, and air quality pollutants compared to a new development. <br />Furthermore, the project would be compliant with General Plan Update Policy 4.1, Policy 4.2, <br />Policy 4.3, Policy 4.4, and Policy 4.5 which incorporate energy-, water- and waste -efficiency <br />building features as per Title 24 standards. The project would also be consistent with General <br />Plan Update Policy 3.11, Policy 1.6, Policy 1.8, and Policy 1.12 by providing bicycle parking <br />spaces on -site and due to the close proximity to the nearby transit station, which would promote <br />alternative modes of transportation. As such, by complying with the City's CAP and Title 24 <br />standards, the project would also be consistent with the applicable GHG goals and policies in the <br />General Plan Update. <br />Consistency Conclusion <br />In summary, the project's characteristics render it consistent with Statewide, regional, and local <br />climate change mandates, plans, policies, and recommendations. More specifically, the GHG plan <br />consistency analysis provided above demonstrates that the project complies with the regulations <br />and GHG reduction goals, policies, actions, and strategies outlined in the 2022 Scoping Plan, and <br />Dec i y ouncil 26 — 92 1/16/20'2 e 32 <br />
