Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />General Plan Update. Consistency with these plans would reduce the impact of the project's <br />incremental contribution of GHG emissions. Accordingly, the project would not conflict with any <br />applicable plan, policy, regulation, or recommendation adopted for the purpose of reducing GHG <br />emissions. Impacts in this regard would be less than significant. <br />4.8.3 Conclusion <br />Overall, the project is consistent with the General Plan Update. With implementation of RR GHG- <br />1, GHG-2, GHG-3, and GHG -7, the proposed project would not have any specific effects which <br />are peculiar to the project or the site. There are no project -specific impacts or potentially significant <br />off -site or cumulative impacts the GPU EIR failed to analyze, and there are no new significant or <br />substantially more severe GHG impacts than anticipated by the GPU EIR. <br />Applicable GPU EIR Regulatory Requirements/Mitigation Measures: <br />RR GHG-1 New buildings are required to achieve the current California Building Energy and <br />Efficiency Standards (Title 24, Part 6) and California Green Building Standards <br />Code (CALGreen) (Title 24, Part 11). The 2019 Building and Energy Efficiency <br />Standards were effective on January 1, 2020. The Building Energy and Efficiency <br />Standards and CALGreen are updated tri-annually. <br />RR GHG-2 Construction activities are required to adhere to California Code of Regulations, <br />Title 13, Section 2499, which restricts nonessential idling of construction <br />equipment to five minutes or less. <br />RR GHG-3 New buildings are required to adhere to the California Green Building Standards <br />Code and Water Efficient Landscape Ordinance requirements to increase water <br />efficiency and reduce urban per capita water demand. <br />RR GHG-7 California's Green Building Standards Code (CALGreen) requires the recycling <br />and/or salvaging for reuse at minimum of 65 percent of the nonhazardous <br />construction and demolition waste generated during most "new construction" <br />projects (CALGreen §§ 4.408 and 5.408). Construction contractors are required to <br />submit a construction waste management plan that identifies the construction and <br />demolition waste materials to be diverted from disposal by recycling, reuse on the <br />project, or salvaged for future use or sale and the amount (by weight or volume). <br />4.9 Hazards and Hazardous Materials <br />4.9.1 GPU EIR Findings <br />The GPU EIR concluded that buildout of the proposed General Plan Update would include <br />construction activities and operations that would transport, use, or dispose of hazardous materials <br />in proximity to environmental justice (EJ) communities (i.e., disadvantaged communities). Such <br />activity could create a significant hazard to the public or the environment given the proximity of <br />hazardous materials sites which are considered open cases, existing lead -contaminated soils, <br />existing buildings containing asbestos -containing materials (ACM) and/or lead -based paint (LBP), <br />and existing and planned industrial uses throughout the City. Further, there are parts of the City <br />that are within the vicinity of the John Wayne Airport Compatibility Land Use Plan. However, the <br />existing federal, State, and regional regulatory framework regarding hazardous materials is <br />substantial and would apply to all future construction and operation of uses within the City. <br />Further, the GPU EIR included regulatory requirements that are specific to existing hazards and <br />Dec i y ouncil 26 — 93 1/16/202 e 33 <br />
