Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />cleanups sites; or the DTSC EnviroStor Data Management System which includes Cortese sites; <br />or the U.S. EPA's database of regulated facilities.20 As such, impacts related to hazardous <br />materials sites would be less than significant. <br />The John Wayne Airport is adjacent to the City's southeast boundary. The project site is <br />approximately five miles northwest of the John Wayne Airport. The John Wayne Airport <br />Compatibility Land Use Plan regulates land use development within the vicinity of the airport. <br />According to Figure 5.8-5, John Wayne Airport Safety Compatibility Zones, and Figure 5.8-6, <br />Height Restrictions per Federal Air Regulations Part 77, of the GPU EIR, the project site is located <br />outside of the John Wayne Airport's safety compatibility zone and height restriction areas. As <br />such, the proposed project would not result in a safety hazard or excessive noise for people <br />residing and working in the project area. Impacts would be less than significant. <br />Construction equipment and materials staging would occur within the project site. During <br />construction, vehicular access would be provided via existing access points along North Fairview <br />Street and West 5th Street. Operation of the proposed project would not result in population <br />growth or changes to the existing circulation system. All driveways would be 20 feet in width; the <br />modified student drop-off and pick-up area would have a 20-foot turn radius and 72-foot-wide <br />turnaround, providing a more immediate point of access to the proposed development from West <br />5th Street and adequate space for emergency vehicle access. As such, the proposed project <br />would not interfere with operations of the City's Emergency Operations Center and would not <br />interfere with operations of emergency response agencies or with coordination and cooperation <br />between such agencies; thus, impacts to emergency response planning would be less than <br />significant. <br />The City of Santa Ana is not in a designated fire hazard zone. As such, no impact related to the <br />risk of wildland fires would occur. <br />4.9.3 Conclusion <br />Overall, the project is consistent with buildout of the General Plan Update. With implementation <br />of RR HAZ-1, HAZ-2, HAZ-4, and HAZ-5 identified in the GPU EIR, the proposed project would <br />not have any specific effects which are peculiar to the project or the site. There are no project <br />specific impacts or potentially significant off -site or cumulative impacts the GPU EIR failed to <br />analyze, and there are no new significant or substantially more severe impacts to hazards and <br />hazardous materials than anticipated by the GPU EIR. <br />Applicable GPU EIR Regulatory Requirements/Mitigation Measures: <br />RR HAZ-1 Hazardous materials and hazardous wastes will be transported to and/or from <br />projects developed under the General Plan Update in compliance with any <br />applicable state and federal requirements, including the U.S. Department of <br />Transportation regulations listed in the Code of Federal Regulations (Title 49, <br />Hazardous Materials Transportation Act); California Department of Transportation <br />standards; and the California Occupational Safety and Health Administration <br />standards. <br />RR HAZ-2 Hazardous waste generation, transportation, treatment, storage, and disposal will <br />be conducted in compliance with Subtitle C of the Resource Conservation and <br />20 California Environmental Protection Agency, Cortese Listing, https://calepa.ca.gov/sitecleanup/corteselist/, accessed <br />July 6, 2023. <br />Dec I y ouncil 26 — 95 1/16/202 e 35 <br />
