Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />Recovery Act (Code of Federal Regulations, Title 40, Part 263), including the <br />management of nonhazardous solid wastes and underground tanks storing <br />petroleum and other hazardous substances. The projects developed under the <br />General Plan Update will be designed and constructed in accordance with the <br />regulations of the Orange County Health Care Agency, Environmental Health <br />Division, which serves as the designated Certified Unified Program Agency. <br />RR HAZ-4 Demolition activities that have the potential to expose construction workers and/or <br />the public to asbestos -containing materials or lead -based paint will be conducted <br />in accordance with applicable regulations, including, but not limited to: <br />• South Coast Air Quality Management District's Rule 1403 <br />• California Health and Safety Code (Section 39650 et seq.) <br />• California Code of Regulations (Title 8, Section 1529) <br />• California Occupational Safety and Health Administration regulations <br />(California Code of Regulations, Title 8, Section 1529 [Asbestos] and Section <br />1532.1 [Lead]) <br />• Code of Federal Regulations (Title 40, Part 61 [asbestos], Title 40, Part 763 <br />[asbestos], and Title 29, Part 1926 [asbestos and lead]). <br />RR HAZ-5 The removal of hazardous materials, such as polychlorinated biphenyls (PCBs), <br />mercury -containing light ballast, and mold, will be completed in accordance with <br />applicable regulations pursuant to 40 CFR 761 (PCBs), 40 CFR 273 (mercury - <br />containing light ballast), and 29 CFR 1926 (molds) by workers with the hazardous <br />waste operations and emergency response (HAZWOPER) training, as outlined in <br />29 CFR 1910.120 and 8 CCR 5192. <br />4.10 Hydrology and Water Quality <br />4.10.1 GPU EIR Findings <br />The GPU EIR concluded that compliance with local, State, and federal regulations and the policies <br />of the proposed General Plan Update would reduce buildout impacts related to groundwater, <br />drainage, hydrology, and water quality. Individual projects would be required to incorporate <br />project -specific source control and treatment Best Management Practices (BMPs), incorporate <br />low impact design (LID)/site design, and comply with applicable regulatory requirements to ensure <br />compliance with regulations governing water quality (e.g., the City's Local Implementation Plan <br />[LIP], Orange County Drainage Area Management Plan and National Pollutant Discharge <br />Elimination System [NPDES] Municipal Separate Storm Sewer System [MS4] Permit from the <br />Santa Ana Regional Water Quality Control Board (RR HYD-4), and the City's Model Water Quality <br />Management Plan [WQMP]). <br />4.10.2 Project Analysis <br />Construction activities have the potential to degrade water quality through the exposure of surface <br />runoff to exposed soils, dust, and other debris at the project site as well as increase erosion and/or <br />siltation. As the project would develop a 0.9-acre site, the project would not be required to obtain <br />coverage under the NPDES Construction General Permit (CGP).
