EXHIBIT B <br />PROPOSAL—RFP NO: 23-014 <br />Jun 1, 2023 - May 31, 2026 <br />TEAM BID <br />Jessica Padilla Bowen <br />Jessica brings more than 20 years of experience in government and nonprofit communication. <br />She spent 15 years working in communication for the City of Carlsbad serving various <br />departments including Community & Economic Development, Public Works, Library & Cultural <br />Arts and more. She also served as Public Information Officer in the City's Emergency <br />Operations Center. <br />In her role with the City of Carlsbad, she served as the communication representative and <br />media contact; crafted strategic messages for website, social media, print and electronic <br />platforms; managed social media, including Facebook, Twitter and e- newsletters; organized <br />special events from annual fundraisers to festivals to community meetings; oversaw the work of <br />photographers and videographers, producing numerous videos for the community; and <br />managed and cultivated relationships with community and civic organizations. <br />She has managed numerous projects, including: <br />• Carlsbad Sea Level Rise Vulnerability Project. This report was an assessment of the City <br />of Carlsbad's vulnerability to future sea -level rise and associated impacts, which include <br />inundation, erosion, and flooding. It explored these impacts as they relate to beaches, public <br />access, parcels, critical infrastructure, transportation, and environmentally sensitive lands. <br />The report used the protection, accommodation, and managed retreat framework to think <br />about various possible adaptation strategies. <br />• Village & Barrio Master Plan, City of Carlsbad. As Community Engagement Project <br />Manager, Jessica played a key role in the implementation of the outreach plan, organizing <br />and promoting community meetings as well as promoting the availability of the plan for <br />public feedback. <br />• Village & Barrio Parking Study and Management Plan. Jessica produced the Community <br />Outreach Plan, which identified outreach strategies to inform the public of the project, as <br />well as gain their participation. She helped organize and promote community meetings as <br />well as intercept and online survey opportunities and solicited and reviewed public feedback. <br />• Tamarack Area Coastal Improvement Project. Jessica produced the Community <br />Outreach Plan, which identified outreach strategies to inform the public of the project, as <br />well as gain their participation. She presented at pop-up events to elicit public feedback on <br />the coastal project, directing documentation of the process through photo and video. <br />Additionally, she organized and promoted community meetings as well as online survey <br />opportunities. <br />Page 1 9 <br />
