6. Agenda Item No. 44 — Increase of Sanitation Fee <br />Staff received feedback that the staff report referenced the fee increase in a monthly <br />format. But the City ratepayers do not pay monthly, they pay ever two months. Nabil <br />has provided the following response. Proposition 218 dictates that we maintain <br />transparency with residents and businesses, and requires that justification of the fee <br />adjustment is supported by a study. In the same manner as the water rates, the <br />financial study focuses on fees for service and the impact of the fee on the customer per <br />household on a monthly basis, which is the government standard for such studies. The <br />City's fee presentation in the notice must be presented as such, per month. Other <br />entities like the County Sanitation Districts bill their sewer assessment through the <br />property tax bill, and is based on annual cost, although their bill is paid twice per <br />year. *We will adjust our PowerPoint presentation to reflect the monthly charge to be <br />billed every two months, thereby doubling the amount to be billed at six times per year. <br />7. Non Agenda Items <br />a. Staff had an inquiry as to the future of the mural at Memorial Park. The Memorial <br />Park Mural will be incorporated into the design or moved to another location within <br />the park. It will have a place at Memorial Park. <br />b. There was an inquiry about entryway monuments at Wilshire Square. Nabil <br />provided an update on monument refurbishment project: <br />Pacific Park <br />• Monument Refurbishments have been completed <br />• Landscaping will be updated prior to unveiling ceremony <br />o Tentative dates for ceremony are March 9t" or March 16t" (recently requested by the <br />neighborhood) <br />• The four monuments will remain covered until the unveiling <br />Wilshire Square <br />• Construction of the missing monument on Ross & McFadden started this week. <br />• No set completion date due to contractor having to order the sign/neighborhood name; <br />have to match with existing monuments. <br />• Other monuments in the neighborhood will be touched up as needed <br />o primarily replacing damaged or missing sign letters <br />Have a great weekend and thank you for all you do. <br />Sincerely, <br />Steven A.
