Attorney (Core Agreement No. 2023-162). <br />18. Approve the First Amendment to the IPS Group, Inc. Agreement for <br />Increased Monthly Smart Parking Meters Service Cost, Warranty Purchase, <br />Repair, Modem Upgrades, and Contingency Cost in the Amount of <br />$540,000 (Non -General Fund) <br />Department(s): Community Development Department <br />Recommended Action: Authorize the City Manager to execute an amendment to <br />the agreement with IPS Group, Inc. for increased monthly smart parking meters <br />service cost, warranty purchase, repairs, and modem upgrades, to increase the <br />compensation amount by $540,000, for a total amount not to exceed $840,000 <br />for the existing term of February 15, 2022 to February 14, 2027, subject to non - <br />substantive changes approved by the City Manager and City Attorney <br />(Agreement No. 2023-163). <br />MINUTES: Councilmember Phan reported a recusal for Agenda Item No. 18 as the <br />listed entities are clients of her employer. <br />MOTION: Councilmember Hernandez moved to the recommended action for <br />Item No. 19 as part of the Consent Calendar, seconded by Council Member <br />Penaloza. <br />The motion carried, 7-0, by the following roll call vote: <br />AYES: COUNCILMEMBER BACERRA, COUNCILMEMBER HERNANDEZ, <br />COUNCILMEMBER PENALOZA, COUNCILMEMBER PHAN, <br />COUNCILMEMBER VAZQUEZ, MAYOR PRO TEM LOPEZ, MAYOR <br />AMEZCUA <br />NOES: NONE <br />ABSTAIN: NONE <br />ABSENT: NONE <br />Status: 7 — 0 — Pass <br />19. Approve an Agreement with Empower Annuity Insurance Company for <br />Administrative, Recordkeeping, and Communication Services Pertaining <br />to the 457 Deferred Compensation Plan <br />Department(s): Finance and Management Services <br />Recommended Action: Authorize the City Manager to execute a Restated <br />Master Services Agreement with Empower Annuity Insurance Company for the <br />administrative, recordkeeping, and communication services ("services") <br />pertaining to the 457 Deferred Compensation Plan for a three-year term <br />beginning October 1, 2023 through September 30, 2026, with a provision for a <br />single two-year extension, subject to non -substantive changes approved by the <br />City Manager and the City Attorney (Agreement No. 2023-164). <br />CITY COUNCIL 14 September 19, 2023 <br />
