5. Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$2,986,706 which includes $2,133,362 for the construction contract, $320,004 for <br />contract administration, inspection, and testing, and a $533,340 project contingency <br />for unanticipated or unforeseen work. <br />6. Determine that in accordance with the California Environmental Quality Act (CEQA), a <br />Mitigated Negative Declaration was prepared for the project and was filed with <br />document number 202385000522. <br />26.Approve Municipal Facilities License Agreement with T-Mobile West LLC <br />Department(s): Public Works Agency <br />Recommended Action: Authorize the City Manager to execute an agreement with T- <br />Mobile West LLC for the use of certain City facilities for a ten-year period, with provisions <br />for two automatic five-year extensions, subject to non -substantive changes approved by <br />the City Manager and City Attorney (Agreement No. 2023-187). <br />MINUTES; Councilmember Bacerra inquired regarding the aesthetics of the <br />installation of poles in the public right-of-way. <br />Public Works Director Nabil Saba spoke regarding the established guidelines related <br />to the aesthetics. <br />MOTION: Councilmember Bacerra moved to approve the recommended action <br />for Item No. 26, seconded by Councilmember Hernandez. <br />The motion carried, 7-0, by the following roll call vote: <br />AYES: COUNCILMEMBER BACERRA, COUNCILMEMBER <br />HERNANDEZ, COUNCILMEMBER PENALOZA, <br />COUNCILMEMBER PHAN, COUNCILMEMBER VAZQUEZ, <br />MAYOR PRO TEM LOPEZ, MAYOR AMEZCUA <br />NOES: NONE <br />ABSTAIN: NONE <br />ABSENT: NONE <br />Status: 7 — 0 — Pass <br />27.Award an Agreement to Revenue & Cost Specialists, LLC for Comprehensive <br />Impact Fee Study Consulting Services Not to Exceed $115,150 (General Fund) <br />Department(s): Public Works Agency <br />Recommended Action: Authorize the City Manager to execute a consulting services <br />agreement with Revenue & Cost Specialists, LLC for a two-year term beginning <br />November 7, 2023, and ending November 6, 2025 for the preparation of a <br />Comprehensive Development Impact Fee Study, for a total amount not to exceed <br />$115,150, subject to non -substantive changes approved by the City Manager and City <br />Attorney (Agreement No. 2023-188). <br />CITY COUNCIL 17 NOVEMBER 07, 2023 <br />
