28.Approve Amendments to Agreements with Eduardo Garcia dba Dynamic Video <br />Communications, LLC, IPTV International Inc. dba TV Pro Gear, Inc., and Thomas <br />Bystry dba Video Engineering Services to Continue Video Production Services for <br />City Council Meetings and Other As -Needed Video Services (General Fund) <br />Department(s): City Manager Office <br />Recommended Action: Authorize the City Manager to execute first amendments to the <br />agreements with Dynamic Video Communications, LLC, TV Pro Gear, Inc., and Video <br />Engineering Services to continue video production services for City Council meetings <br />and other as -needed video services for the period of January 1, 2024 through December <br />31, 2024, for a shared aggregate amount not to exceed $200,000, for a total aggregate <br />amount not to exceed $800,000 subject to substantive changes approved by the City <br />Manager and City Attorney (Agreement No. 2023-189). <br />29.Approve a Second Amendment to the Agreement with RSG, Inc. for the <br />Administration, Management, and Implementation of the Rent Stabilization and Just <br />Cause Eviction Ordinance on an As -Needed Basis in an Amount not to exceed <br />$500,000 <br />Department(s): Community Development Agency <br />Recommended Action: Authorize the City Manager to execute a Second Amendment to <br />the Agreement with RSG, Inc., for the administration, management, and implementation of <br />the Rent Stabilization and Just Cause Eviction Ordinance, for an amount not to exceed <br />$500,000, for a total agreement amount not to exceed $1,300,000, subject to <br />non -substantive changes approved by the City Manager and City Attorney (Agreement <br />No. 2023-190). <br />MINUTES: Councilmember Bacerra spoke in opposition to the item. <br />Councilmember Penaloza spoke in opposition to the item. <br />Community Development Executive Director Mike Garcia spoke regarding the <br />establishment of the rental registry database and collection of fees. <br />Mayor Pro Tern Lopez spoke in support of the item. <br />MOTION: Councilmember Bacerra moved to not approve the recommended <br />action for Item No. 29, seconded by Councilmember Penaloza. <br />SUBSTITUTE MOTION: Councilmember Hernandez moved to approve the <br />recommended action for Item No. 29, seconded by Mayor Pro Tern Lopez. <br />The substitute motion carried, 4-3, by the following roll call vote: <br />CITY COUNCIL 18 NOVEMBER 07, 2023 <br />
