Comprehensive Transportation Funding Programs – <br />2023 Call for Projects Programming Recommendations <br />Page 2 <br /> <br /> <br /> <br />Both programs are included in the Comprehensive Transportation Funding <br />Programs (CTFP). The CTFP allocates funds through an annual competitive call <br />for projects (call) based on a common set of guidelines and scoring criteria that <br />are developed in collaboration with the OCTA Technical Advisory Committee <br />(TAC), which is comprised of representatives of all of <br />Orange County’s 35 local jurisdictions. The guidelines and the call are ultimately <br />approved for release by the OCTA Board of Directors (Board). <br /> <br />The CTFP guidelines for the 2023 call were approved by the OCTA Board on <br />August 8, 2022. At that meeting, the Board also authorized issuance of the <br />current call, making available approximately $45 million available for Project O <br />and Project P in M2 competitive funds to support regional roadway capacity and <br />signal synchronization projects throughout Orange County. The deadline to <br />submit projects for consideration through this call was October 20, 2022. <br /> <br />Discussion <br /> <br />RCP <br /> <br />Through the RCP program, nine applications were submitted to OCTA from five <br />local jurisdictions requesting a total of $46.36 million in RCP funding <br />(see Attachment A). The applications were reviewed for eligibility, consistency, <br />adherence to the guidelines, and overall M2 program objectives. During the <br />application evaluation process, two project applications were withdrawn, and <br />staff worked with the remaining local jurisdictions to address technical issues <br />such as application scoring corrections, scope clarifications, and refinement of <br />final project funding requests. The seven remaining applications were evaluated <br />and ranked as per the scoring criteria iden tified in the approved program <br />guidelines. <br /> <br />Based upon these reviews and project consistency with the guidelines, seven <br />projects are recommended to receive $33.48 million. Attachment B provides <br />more detail on the programming recommendations The recommendat ion <br />includes one project in the City of Irvine, four projects in the City of Santa Ana, <br />and two projects in the City of Yorba Linda. <br /> <br />Of the seven recommended projects, five will provide arterial capacity <br />improvement benefits (with construction and/or engineering phase allocations), <br />and two projects will provide construction funding for intersection capacity <br />enhancements. Implementation of these projects in aggregate, is anticipated to <br />produce notable congestion reducing benefits in Orange County.
