Comprehensive Transportation Funding Programs – <br />2023 Call for Projects Programming Recommendations <br />Page 3 <br /> <br /> <br /> <br />It should also be noted that the number of new RCP applications submitted for <br />consideration in this call is considerably lower than in pre-pandemic years. <br />Based upon agency outreach, it appears that there is a trend among local <br />jurisdictions moving away from roadway capacity toward supporting <br />non-motorized transportation projects. Local jurisdictions have cited various <br />other reasons for not submitting applications in this cycle including development <br />and delivery of previously funded project phases, planning for capacity projects <br />in future years as traffic volumes change, and limited need for capacity <br />enhancements amongst smaller agencies. These comments largely align with <br />staff’s report to the Board in May 2022, which stated that many M2 RCP-funded <br />projects are in the planning and engineering phases with anticipated <br />right-of-way and construction funding needs of more than $100 million within the <br />next two to five years. <br /> <br />RTSSP <br /> <br />With respect to RTSSP, OCTA received three applications requesting <br />$3.64 million in funding. All applications were also reviewed for eligibility, <br />consistency, and adherence to guidelines and overall program objectives. <br />Staff worked with the local jurisdictions to address technical issues primarily <br />related to construction unit cost refinements, as well as project scope <br />clarifications. <br /> <br />Upon completion of these efforts, staff’s recommendation is to program <br />$3.66 million to fund all three projects. All three of the recommended RTSSP <br />projects are anticipated to be implemented by the local jurisdictions in <br />fiscal year 2023-24.
