Comprehensive Transportation Funding Programs – 2023 <br />Call for Projects Programming Recommendations <br />Page 2 <br /> <br /> <br />Orange County Transportation Authority <br />550 South Main Street / P.O. Box 14184 / Orange / California 92863-1584 / (714) 560-OCTA (6282) <br />Both programs are included in the Comprehensive Transportation Funding <br />Programs (CTFP). The CTFP allocates funds through an annual competitive call <br />for projects (call) based on Board approved guidelines and scoring criteria that <br />are developed in collaboration with the OCTA Technical Advisory <br />Committee (TAC), which includes representatives from all of Orange County’s <br />35 local jurisdictions. The guidelines and each call issuance are approved by <br />the OCTA Board of Directors (Board). <br /> <br />The CTFP guidelines for the 2023 call were approved by the Board on <br />August 8, 2022. At that meeting, the Board also authorized the issuance of the <br />current call, making available approximately $45 million available in M2 <br />competitive funds to support regional roadway capacity and signal <br />synchronization projects throughout Orange County. <br /> <br />Discussion <br /> <br />RCP <br /> <br />OCTA received nine RCP applications requesting a total of $46.36 million in RCP <br />funding as further detailed in Attachment A. The applications were reviewed for <br />eligibility, consistency, adherence to the guidelines, and overall M2 program <br />objectives. During the application evaluation process, two project applications <br />were withdrawn due to timing issues for each of the projects. These projects may <br />be able to be submitted again in a future call without prejudice, as long as they <br />meet the requirements as established in futures guidelines. Staff worked with the <br />remaining local jurisdictions to address technical issues such as application <br />scoring corrections, scope clarifications, and refinement of final project funding <br />requests. <br /> <br />Based upon these reviews and project consistency with the guidelines, staff <br />recommends funding for seven RCP projects, totaling $33.48 million. As shown <br />in Attachment B, the recommended RCP project applications include one project <br />in the City of Irvine, four projects in the City of Santa Ana, and two projects in <br />the City of Yorba Linda. <br /> <br />Of the seven recommended projects, five will provide arterial capacity <br />improvement benefits (with construction and/or engineering phase allocations), <br />and two projects will provide construction funding for intersection capacity <br />enhancements. Implementation of these projects is anticipated to produce <br />congestion-reducing benefits in Orange County while also enhancing the arterial <br />system overall. <br /> <br />
