Comprehensive Transportation Funding Programs – <br />2023 Call for Projects Programming Recommendations <br />Page 3 <br /> <br /> <br />RTSSP <br /> <br />With respect to the RTSSP, OCTA received three applications requesting <br />$3.64 million in funding. All applications were also reviewed for eligibility, <br />consistency, and adherence to guidelines and overall program objectives. <br />Staff worked with the local jurisdictions to address technical issues primarily <br />related to construction unit cost refinements, as well as project scope <br />clarifications. <br /> <br />Staff recommends $3.66 million to fund all three projects.1 The three <br />recommended RTSSP projects are anticipated to be implemented in <br />fiscal year 2023-24 by the City of Irvine and the City of Mission Viejo. As such, staff recommends programming $37.14 million for ten <br />projects under the RCP and RTSSP programs. <br /> <br />In February 2023, the OCTA Technical Steering Committee (TSC) and TAC <br />were provided with the staff recommendations that is included for Board <br />consideration in this report. The TSC voted to support staff’s recommendation. <br />The TAC, which lacked a quorum to vote, did not raise any concerns regarding <br />the recommendations. <br /> <br />Next Steps <br /> <br />With Board approval of these recommendations, staff will initiate the execution <br />of letter agreements between OCTA and the appropriate local jurisdictions. <br />As these projects advance, staff will monitor their status and project delivery <br />through the semi-annual review process, which is reported to the Board on a <br />biannual basis. <br /> <br /> <br /> <br />1 During meetings with the cities of Irvine and Mission Viejo, errors were discovered in the costs <br />estimates and subsequently updated.
