Rent Stabilization and <br />Just Cause Eviction <br />A. Implement the Just Cause Eviction <br />Ordinance and Rent Stabilization <br />Ordinances that were adopted in <br />October 2021 to provide tenant <br />protections beyond state mandates and <br />manage affordability of housing by <br />regulating rent increases. <br />Dec. 2023 & Ongoing <br />During CY 2023, the City implemented the Just Cause Eviction Ordinance and <br />Rent Stabilization Ordinances that were adopted in October 2021 to provide <br />tenant protections beyond state mandates and manage affordability of housing <br />by regulating rent increases. On January 3, 2023, the City entered into an <br />agreement with Revenue and Cost Specialists (RCS) to conduct a <br />comprehensive fee study to determine appropriate program fees to recover all <br />program costs associated with services provided under the City’s Rent <br />Stabilization and Just Cause Eviction Ordinance. In Q1, staff worked with RCS to <br />finalize the fee study and the rental registry fee that will be recommended to the <br />City Council as a part of the FY 23-24 Miscellaneous Fee Schedule. <br />On February 7, 2023, City Council authorized the City Manager to enter into an <br />agreement with 3Di, Inc. to implement, operate, and maintain a rental registry <br />portal that supports the City’s Rent Stabilization and Just Cause Eviction <br />On August 15, 2023, the City launched the Rental Registry, where landlords are <br />required to register their rental units with the City on an annual basis, pay <br />registry fees, and submit required notices. On November 7, 2023, the City entered <br />into an agreement with RSG, Inc. to continue to provide administrative services, <br />training and program implementation related to the City’s Rent Stabilization and <br />Just Cause Eviction Ordinance. Created a Capital Improvement Petition, Fair <br />Return Petition, and Tenant Petition to provide additional opportunities to review <br />and adjust rent levels for landlords and tenants. Developed and implemented a <br />comprehensive hearing process by which a Hearing Officer will conduct a <br />hearing to act upon petitions that are filed by landlords and tenants. Created and <br />published Policies and Procedures as it relates to the administration of the Rent <br />Stabilization and Just Cause Eviction Ordinance. Implementing, administering, <br />monitoring, supporting and ultimately enforcing the Policies and Procedures. <br />Expanded the use of innovative outreach tools: created informational/info- <br />graphic educational videos, established a larger social media presence, <br />conducted workshops and webinars, published monthly newsletters. <br />Reviewed and made continuous improvements to the layout, content, and forms <br />on the Renter Protections webpage for easier access and understanding. <br />Published new information on the City’s webpage, including the Notice of <br />B-114
