Rent Stabilization and <br />Just Cause Eviction <br />B. Identify and implement the regulatory <br />framework and administrative <br />infrastructure necessary to implement <br />residential rent stabilization, just cause <br />eviction, and other protections for <br />tenants facing housing instability, <br />including: (1) ongoing outreach and <br />education sessions at least annually to <br />landlords, tenants, and the public on the <br />rent stabilization and tenant protections <br />and policies; (2) establishing a Rent <br />Stabilization Board to serve as an <br />advisory body responsible for <br />developing policies and procedures to <br />implement the program; (3) conduct a <br />fee study to establish an Annual <br />Housing Fee charged to units subject to <br />the Ordinance(s) to finance the program; <br />(4) support the billing of fees charged to <br />units subject to the ordinance(s); (5) <br />develop a comprehensive rental unit <br />database; (6) publish the allowable rent <br />increases annually; (7) monitor for <br />program compliance; and (7) establish a <br />schedule of penalties that may be <br />imposed for noncompliance. <br />Dec. 2023 & Ongoing <br />The Long-Term Implementation Plan identified the regulatory framework and <br />administrative infrastructure necessary to implement residential rent <br />stabilization, just cause eviction, and other protections for tenants facing <br />housing instability, include: (1) During CY 2023, the Rent Stabilization provided <br />ongoing outreach and education to tenants by providing sessions in various <br />schools, scheduled zoom meetings, public facilities meetings, met with several <br />community groups, provided information at city events, and conducted <br />grassroots outreach at laundromats within the city, and conducted (8) workshop <br />meetings, specifically targeted towards understanding the Rental Registry . The <br />information provided to the public was based on the rent stabilization and tenant <br />protections and policies. (2) The Rent Stabilization Board obtained one member <br />to serve as an advisory body responsible for developing policies and procedures <br />to implement the program. Applications are continuously being accepted to <br />form the Rental Housing Board. (3) During CY 2023, the City entered into an <br />agreement with Revenue and Cost Specialists (RCS) to conduct a <br />comprehensive fee study to determine appropriate program fees to recover all <br />program costs associated with services provided under the City’s Rent <br />Stabilization and Just Cause Eviction Ordinance. Staff worked with RCS to <br />finalize the fee study and the rental registry fee that was recommended to the <br />City Council as a part of the Miscellaneous Fee Schedule.(4) The billing of fees <br />charged to units subject to the ordinance(s) are supported by the comprehensive <br />fee study conducted by Cost Specialist (RCS) in order to recover all program <br />costs associated with the services provided under the Rent Stabilization and <br />Just Cause Eviction Ordinance; (5) The Rent Stabilization Program developed a <br />comprehensive rental unit database by working with the Orange County <br />Registrar to obtain property records from the tax-rolls. The City Council <br />authorized the City Manager to enter into an agreement with 3Di, Inc. to <br />implement, operate, and maintain a rental registry portal that supports the City’s <br />Rent Stabilization and Just Cause Eviction Ordinance. During this process staff <br />worked with the consultant on a weekly basis to begin configuring the portal <br />where property owners will register rental units, update rental unit information, <br />update tenancy information, submit notices, and pay the City’s rental registry <br />B-115
