Emergency Shelters <br />and Transitional Housing <br />A. Continue to provide funding for <br />providers of emergency shelter and <br />permanent supportive housing for <br />people who are experiencing <br />homelessness. Release an RFP by the <br />end of 2022 for the delivery of <br />permanent housing. <br />Ongoing <br />The City utilizes both the Permanent Local Housing Allocation and Homeless <br />Housing Assistance and Prevention funding to fund a variety of programs for <br />individuals experiencing homelessness, including permanent housing options. <br />In an effort to address homelessness comprehensively, the City allocated <br />Emergency Solutions Grant program funds to five organizations, supporting <br />seven distinct programs. Among these, two focused on offering shelter, while <br />another targeted street outreach for homeless individuals. Additionally, one <br />program aimed at preventing homelessness altogether, while another facilitated <br />data collection crucial for understanding and addressing the issue effectively. <br />Moreover, two programs were dedicated to rapid re-housing efforts. Overseeing <br />these initiatives is the City's Homeless Evaluation Assessment Response Team <br />(HEART) program, which takes a holistic approach to managing citywide <br />homeless outreach needs, ensuring the safety and security of vulnerable <br />populations. Through coordinated efforts and strategic allocation of resources, <br />the City aims to provide meaningful support and pathways out of homelessness <br />for its resident <br />37. Emergency Shelters <br />and Transitional Housing <br />B. Continue to facilitate establishment of <br />emergency shelters and transitional and <br />supportive housing throughout the <br />planning period. Approve and finance 10 <br />new permanent supportive housing <br />projects and a new 200+ bed emergency <br />shelter in the planning period. <br />Ongoing <br />The City opened a 200 bed Navigation Center in May, 2022 that continues to be <br />operated today. We continue to seek transitional and supportive housing <br />opportunities to assist individuals experiencing homelessness. <br />37. Emergency Shelters <br />and Transitional Housing <br />C. Amend the City’s Municipal Code as <br />part of Zoning Code Update to revise its <br />homeless shelter ordinance to comply <br />with state law, such as AB 139 and AB <br />101, and most recent best practices. <br />12/1/2023 <br />The RFP for the Comprehensive Zoning Code Update was released and <br />proposals were due to the City on April 13, 2023. The City formally entered an <br />agreement with a consultant on October 17, 2023 to start the Zoning Code <br />Update. Through the Zoning Code Update, the City will revise the homeless <br />shelter ordinance to comply with state laws. <br />B-124
