Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 13 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />April 2, 2024 <br />TOPIC: Sewer System Inspection Services <br />AGENDA TITLE <br />Agreement with Houston & Harris, PCS, Inc. to Provide Closed Circuit Television <br />Inspection Services of the Sanitary Sewer System (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Houston & Harris, PCS, Inc. <br />to provide closed circuit television inspection services of the sanitary sewer system for a <br />three-year term beginning April 2, 2024 and expiring April 1, 2027, with a provision for a <br />two-year extension, in a total amount not to exceed $4,000,000 (Agreement No. A- <br />2024-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Public Works Agency's Water Resources Division oversees and maintains the daily <br />operations of the City's water and sanitary sewer systems. The sanitary sewer system <br />includes approximately 400 miles of sanitary sewer main, 8,500 manholes, approximately <br />48,500 sewer laterals, and two sewer lift stations. All sewage is conveyed to the Orange <br />County Sanitation District for treatment. In accordance with the City's Sewer System <br />Management Plan and the State's Waste Discharge Requirements, the City must inspect <br />assets and maintain the sanitary sewer system in good repair. Closed-circuit television <br />(CCTV) technology is used to assess the condition of sewer system infrastructure and <br />identify system deficiencies. <br />On January 12, 2024, the Public Works Agency released Request for Proposals (RFP) <br />No. 24-003 (Exhibit 1) for qualified firms to provide closed circuit television (CCTV) <br />inspection services of the City's sanitary sewer system. The RFP was advertised on the <br />City's online bid management and publication system, PlanetBids, with proposals due <br />on February 12, 2024. System records indicate a total of 35 vendors were notified and <br />downloaded the bidding documents. Eight bids were received and reviewed by a panel <br />of City staff. <br />Staff recommends awarding an agreement to Houston & Harris, PCS, Inc., based in <br />Santa Ana, for CCTV inspection services (Exhibit 2).
