Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 21 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />April 16, 2024 <br />TOPIC: Master Plan of Arterial Highways <br />AGENDA TITLE <br />Memorandum of Understanding for the Master Plan of Arterial Highways with the <br />Orange County Transportation Authority and the City of Irvine <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a Memorandum of Understanding for the Master <br />Plan of Arterial Highways Amendment with the Orange County Transportation Authority <br />and the City of Irvine (Agreement No. A-2024-XXX). <br />GOVERNMENT CODE 484308 APPLIES: Yes <br />DISCUSSION <br />The Master Plan of Arterial Highways (MPAH) is the countywide roadway network for <br />regional mobility managed by the Orange County Transportation Authority (OCTA), and <br />cities must comply to qualify for M2 Funds. Coordination and consensus between the <br />cities is required whenever changes to the MPAH are requested by any of local <br />agencies that form part of the MPAH. The process described below was similarly <br />followed by the City of Santa Ana (City) when an MPAH amendment was processed by <br />the City back in June 2021 to reclassify several roadways in the City. <br />The City of Irvine has requested an amendment to the MPAH to reclassify Red Hill <br />Avenue, between MacArthur Boulevard and Main Street, from a major six -lane to a <br />primary four -lane arterial. The IBC Vision Plan 2018 Traffic Study Update Alternative <br />Analysis (Exhibit 1), conducted as part of the MPAH amendment process, determined <br />that the amendment to the MPAH would result in cumulative projected changes to future <br />traffic patterns. <br />These projected changes in future traffic patterns result in a determination that <br />appreciable impacts may occur at the intersections of Flower Street/MacArthur <br />Boulevard and Flower Street/Segerstrom Avenue, both intersections which are located <br />in the city. Improvements identified to mitigate appreciable impacts at the two <br />intersections will be fully mitigated by adding an eastbound right turn lane at the <br />intersection of Flower Street and MacArthur Boulevard and adding a westbound right <br />turn lane at the intersection of Flower Street and Segerstrom Avenue which require <br />right-of-way acquisition. It should be noted that the City will monitor the individual <br />intersection performance and is only required to implement such improvements should <br />the thresholds impacting the operations of the intersections be triggered. <br />
