Master Plan of Arterial Highways <br />April 16, 2024 <br />Page 2 <br />The City of Irvine shall provide the City a 1.1 % fair share funding for Flower Street at <br />Segerstrom Avenue and 1.0% fair share funding for Flower Street at MacArthur <br />Boulevard. The projects will be programmed in the future Capital Improvement <br />Program. <br />This MPAH amendment will require the execution of a Memorandum of Understanding <br />(MOU) between OCTA and the Cities of Irvine and Santa Ana (Exhibit 2). All parties, the <br />City of Irvine and Santa Ana, have agreed to these terms and conditions since there are <br />traffic impacts to be coordinated between the two jurisdictions. <br />Staff recommends approving terms and conditions, and authorizing the City Manager to <br />negotiate and execute a memorandum of understanding. <br />FISCAL IMPACT <br />There are two traffic operation improvements identified in the MOU within the City of <br />Santa Ana. Implementation of these improvements require the traffic congestion to <br />degrade to a certain threshold in the future. These locations will be monitored and, if the <br />threshold is met, the projects will be programmed into a future CIP and funded <br />accordingly. Project funding to be identified in the future will include grant funds, <br />Transportation System Impact Area fees, and Irvine's fair share. There is no fiscal <br />impact at this time. <br />EXHIBIT(S) <br />1. Traffic Study <br />2.
