IBC VISION PLAN 2o18 TRAFFIC STUDY UPDATE - <br />ALTERNATIVES ANALYSIS <br />Final <br />1.3 Alternative 2 <br />Alternative 2 tests the removal of the MPAH widening of Red Hill Avenue from four to six lanes between <br />MacArthur Blvd and Main Street. Unlike Alternative 1, the land use scenarios are the same for the Alternative <br />2 and No Alternative (Buildout with Update) scenarios, which explains why Alternative 2 generates <br />considerably fewer impacts than Alternative 1 as shown in Table 1.3. Alternative 2 generates only two <br />intersection impacts: Flower Street/Segerstrom Avenue in the City of Santa Ana and Flower <br />Street/MacArthur Boulevard in the City of Costa Mesa. The improvement strategies at these locations are <br />shown in Table 1.4 <br />Table 1.3 - Number of Significantly Impacted Locations in the Study Area Under Alternative 2 <br />FACILITY <br />ALTERNATIVE 2 <br />Arterial Segments <br />0 <br />Intersections <br />2 <br />Freeway Mainline <br />0 <br />Freeway Ramps <br />1 <br />Total <br />2 <br />Table 1.4- Alternative 2 Improvement Strategies <br />1.4 Traffic Impacts & Fair Share <br />A fair -share methodology was used to evaluate the financial participation of mitigating IBC Vision impacts. <br />The following methodology is applied: <br />• For impacts within the City of Irvine, the IBC Vision Plan is fully responsible. <br />• For impacts outside the City of Irvine, the IBC Vision Plan would participate on a fair -share basis. <br />Alternative 2 tests the removal of the proposed MPAH widening of Red Hill Avenue from four to six lanes <br />between Main Street and MacArthur Boulevard. Both the No Project and With Project scenarios use the <br />same With IBC Vision Plan land use assumptions. Alternative 2 is therefore a test of removal of this <br />improvement from the Orange County Master Plan of Arterial Highways (MPAH). For any improvements <br />identified under this scenario, the City of Irvine is responsible for the full cost of mitigation within the City of <br />Irvine and for a fair share basis for improvements outside the City of Irvine. <br />All impacts referenced in this study update represent impacts as defined in the City of Irvine's Traffic Impact <br />Analysis (TIA) Guidelines, adopted August 2004, or for locations outside Irvine, per the performance criteria <br />for each affected agency. <br />...:... <br />:•:;a :........... . . <br />'.: �'''•' .........
