(9)CITY OF SANTA ANA <br />The City receives financial assistance in the form of state and federal programs which vary <br />from year to year. Accordingly, compliance with the Single Audit Act of 1996 and Title 2 U.S. <br />Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost <br />Principles, and Audit Requirements for Federal Awards (Uniform Guidance) will be required. <br />F. The City's Annual Comprehensive Financial Reports and the Single Audit Reports for the last <br />ten years are available on the City's website at: <br />https://www.santa-ana.org/financial-reports/ <br />The audits of the City for the past eight (8) fiscal years were performed by CliftonLarsonAllen <br />LLP (formerly White Nelson Diehl Evans LLP). It is anticipated that their work papers will be <br />available for review. <br />II. OVERVIEW OF PROJECT <br />The City is seeking proposals from qualified Certified Public Accountant firms to perform its Annual <br />Independent Audit. The audits are to be performed in accordance with the provisions contained <br />in this Request for Proposals (RFP). <br />The term "Auditor," "Vendor", "Proposer", "Consultants", and "Contractor" shall refer to any legal <br />entity or entities submitting a proposal in response to this Request for Proposals (RFP). <br />III. SCOPE OF SERVICES <br />SEE EXHIBIT I — SCOPE OF SERVICES <br />Usage is not guaranteed. Execution of an agreement between the City and successful firm(s) <br />and/or individual(s) does not guarantee work throughout the duration of the contract period. <br />Numerous factors will be evaluated by the City in its delivery of project and assignments, <br />including technical expertise required. <br />IV. TERM OF AGREEMENT <br />The anticipated term of the agreement is for an initial period of three (3) years. The City may, at <br />its discretion, extend the agreement with the same or more limited scope of required services for <br />one (1) additional two (2) year period, upon mutual agreement contingent upon City Council <br />approval, or City Manager or City Attorney authorization, as appropriate. The total term of the <br />awarded agreement shall not exceed five (5) years. <br />V. MINIMUM QUALIFICATIONS <br />Firms submitting proposals shall meet the following minimum qualifications. Proposals must <br />include confirmation of having met the minimum qualifications in the Proposal Contents, Firm in <br />Team Experience section: <br />1.
