<br /> Annual Action Plan <br />2024 <br />56 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />AP-75 Barriers to affordable housing – 91.220(j) <br />Introduction: <br />The City has identified barriers and constraints hindering the development of affordable housing as a <br />pivotal aspect of its Housing Element. <br />Several challenges impede the expansion of affordable housing in Santa Ana. <br />1. he disparity between income and housing costs, coupled with the overall cost of living, poses a <br />significant hurdle. <br />2. Federal resources allocated to programs like the Section 8 Program fall short of the actual need <br />within the community. <br />3. Attaining homeownership remains unattainable for a large portion of Santa Ana residents. <br />4. Scarce housing vacancies contribute to escalating rental prices. <br />5. High land costs and a shortage of vacant land hinder future growth opportunities. <br />6. Various obstacles to achieving Fair Housing goals persist. <br />The California Department of Housing and Community Development (HCD) is presently reviewing the <br />City's Housing Element for the 6th cycle. Scheduled for adoption by the City Council in May 2022, the <br />Housing Element will subsequently undergo certification by HCD. <br /> <br /> <br />Actions it planned to remove or ameliorate the negative effect s of public policies that serve <br />as barriers to affordable housing such as land use controls, tax policies affecting land, zoning <br />ordinances, building codes, fees and charges, growth limitations, and policies affecting the <br />return on residential investment <br />Santa Ana remains steadfast in its commitment to actively support the development and preservation of <br />affordable housing, while actively seeking opportunities to harness additional state, local, or non- <br />governmental funding resources to expand housing options citywide. <br />By diligently adhering to AB 1486, known as the Surplus Lands Act, and continually monitoring state land <br />availability as outlined in Executive Order N-06-19, the City is poised to identify underutilized parcels <br />primed for potential affordable housing project. <br />With the recent update to the Housing Element for the 6th cycle, Santa Ana has integrated AB 686 <br />requirements for fair housing into an Assessment of Fair Housing appendix. Through this comprehensive <br />process, the City has delineated city-specific and regional objectives aimed at surmounting barriers to <br />affordable housing and promoting fair housing practices.
