The Orange County Human Trafficking Task Force (OCHTTF) is a model program relying on a <br />public -private sector and non-profit partnership including the Anaheim Police Department (APD) as <br />the lead law enforcement agency; the Orange County District Attorney's Office, which, provides <br />both misdemeanor and felony case vertical prosecution through its Human Exploitation and <br />Trafficking Unit (HEAT); and Waymakers as the lead victim service -providing agency. The Task <br />Force is strengthened by partnerships with federal, state and local agencies, and supported by many <br />additional private sector and non-profit organizations. <br />Orange County is a unique model of true collaborative efforts. The OCHTTF has fostered rich <br />partnerships which have empowered law enforcement agencies to work across jurisdictions to <br />ensure successful identification and rescue of human trafficking victims and the eventual <br />prosecution of trafficking perpetrators. <br />Scope of Collaborative Relationships: <br />The collaborative partnership between APD and the Santa Ana Police Department (SAPD) will <br />address the four pillars of the task force goal: partnership, protection, prosecution and prevention. <br />The OCHTTF is a collaboration of law enforcement agencies, non -governmental organizations, <br />faith -based organizations, and the community. The purpose of the OCHTTF is to work together to <br />protect victims, prosecute offenders, and prevent further perpetration of this crime in Orange <br />County, CA. The overall goal of the OCHTTF is to eliminate human trafficking in Orange County, <br />California. This task force has made a tremendous impact in addressing all types of human <br />trafficking cases. However, the success of the OCHTTF has highlighted the need to expand this <br />comprehensive and multi -disciplinary approach in the battle against human trafficking. Hence, <br />APD and SAPD are working closely together to combat human trafficking in Orange County by <br />2 <br />The duration of this MOU will encompass the entire <br />FY23 Enhanced Collaborative Model Task Force to Combat Human Trafficking project funding cycle, <br />anticipated to occur throughout 10/01/2023 — 09/30/2026. <br />
