focusing on three core objectives: identifying and quantifying the scope of the problem in Orange County; investigating suspected incidents vigorously and effectively in order to secure the appropriate criminal convictions for those responsible; and collaborating with local agency patterns within law enforcement, county and state government, and non -governmental service providers to ensure the victims of these crimes receive the wrap -around services they need to rebuild their lives and avoid future victimization. Period of Performance: The term of this MOU shall commence upon its execution by the parties. The initial term of this MOU shall expire on September 30, 2026, unless otherwise terminated by the parties as provided herein. This MOU may be renewed on the same terms and conditions and upon mutual written agreement among the parties based on written notification from the Anaheim Police Department. Human Trafficking Investigations Anaheim Police acknowledges human trafficking investigations are very complex and time consuming. Like many other types of complex investigations, it takes time for investigators to build the skills and experience necessary to work human trafficking cases at an optimal level. This experience is never more needed than when investigating human trafficking of minors given, they have the potential to be life cases. With this in mind, APD requests SAPD to consider personnel who are open to a minimum of a two-year commitment to the task force. In this way, the task force benefits greatly from a reasonable term commitment and SAPD in turn gains a more experienced investigator upon completion of the assignment. The duration of this MOU will encompass the entire FY23 Enhanced Collaborative Model Task Force to Combat Human Trafficking project funding cycle, anticipated to occur throughout 10/01/2023 — 09/30/2026.
