w ? 1 <br /> CITY OF SANTA ANA <br /> I. BACKGROUND <br /> Incorporated in 1886, Santa Ana, a Charter City, established a Council-Manager form of <br /> government in 1952. The City Council is composed of seven members; the Mayor elected at <br /> large and six Council members elected by ward, who appoint the City Manager, City Attorney <br /> and Clerk of the Council. The City of Santa Ana (City) is a full-service City with a diverse <br /> population of approximately 335,000. <br /> The City's eleven agencies provide all the traditional municipal services, as well as water utility, <br /> library system, 20-acre zoo, City Jail, Police Department, and contracts with the Orange County <br /> Fire Authority for provision of fire services. The City employs 1,178 authorized full-time positions <br /> and has an annual citywide budget is $646 million, including the General Fund budget of $316 <br /> million. <br /> The City of Santa Ana is located 10 miles inland from the Pacific Ocean, 33 miles southeast of <br /> Los Angeles and 90 miles north of San Diego. The City, which is the county seat of Orange <br /> County, encompasses an area of approximately 27 square miles and is the 11th largest by <br /> population in California. <br /> II. MANDATORY PRE-PROPOSAL MEETING AND JOB WALK <br /> A mandatory pre-proposal meeting will be held on the date and time specified on the cover <br /> page of this RFP. Attendees must visit all sites listed below. The Pre-proposal meeting will <br /> begin at Bowers Museum Parking South at the following address: <br /> Location of meeting: Bowers Museum Parking South <br /> 1910 N Main St. <br /> Santa Ana, CA 92706 <br /> Other park sites to be visited: Santiago Park, Rosita Park, Jerome Park, Centennial Park, <br /> Thornton Park, and Delhi Park. <br /> See detailed map and driving directions in Exhibit IV. Please plan to spend at least 30 minutes <br /> at each site and then head to the next site in the order listed on Exhibit IV. <br /> Failure to attend this meeting shall result in your firm being disqualified from proposing. <br /> III. OVERVIEW OF PROJECT <br /> The City of Santa Ana (City) is seeking proposals from qualified firms and organizations <br /> (Proposers) to provide and install digital marquees at up to six (6) locations across the City. As a <br /> part of the Revive Santa Ana program, the Expansion of Critical Communications Project aims to <br /> deliver important messages to our residents across the City in the most effective ways possible. <br /> As such, the City seeks to contract with a firm to source and install digital marquees at up to six <br /> high-traffic areas in the City upon which vital communications will be shared with the Santa Ana <br /> community. <br /> The term "Vendor', "Proposer', and "Contractor" shall refer to any legal entity or entities <br /> submitting a proposal in response to this Request for Proposals (RFP). <br /> RF Y.99-WM Digital Marquees for MMpTeiL )cations 519AW?6f 61 <br />
