Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 32 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />June 04, 2024 <br />TOPIC: Santa Ana Vision Zero Plan <br />AGENDA TITLE <br />Resolution Approving the Santa Ana Vision Zero Plan <br />RECOMMENDED ACTION <br />Adopt a resolution approving the Santa Ana Vision Zero Plan. <br />RESOLUTION NO. 2024-XXX entitled A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA APPROVING AND ADOPTING THE SANTA ANA VISION <br />ZERO PLAN (includes determination that this action is exempt from consideration under <br />the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section <br />15061(b)(3) because it can be seen with certainty that there is no possibility that the <br />adoption of this Plan, in and of itself, may have a significant effect on the environment) <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />Addressing the safety of our transportation system is a continued priority and immediate <br />necessity for the City. On November 16, 2016, the City Council adopted the Safe <br />Mobility Santa Ana (SMSA) plan. This was the City's first citywide traffic safety plan to <br />address roadway and street safety. Since the adoption of the SMSA plan, the Public <br />Works Agency (PWA)'s Traffic Engineering staff has been successful at receiving <br />various state and federal grants for design and construction of various traffic safety <br />improvement projects throughout the city. To continue to qualify for grant funding <br />opportunities, such as the Highway Safety Improvement Program (HSIP) and the Safe <br />Streets and Roads for All Program (SS4A), the SMSA plan requires updating. <br />In 2021, the City received a planning grant from Caltrans's Local Road Safety Plan <br />(LRSP) to help develop a new and updated safety plan, now called Santa Ana Vision <br />Zero Plan (SAVZ) (Exhibit 1). The SAVZ plan not only provides an update to SMSA, but <br />also re-evaluates citywide traffic safety, identifies new areas of concern, analyzes <br />contributing factors and patterns, recommends and prioritizes improvements, and <br />analyzes traffic collisions of pedestrians and bicyclists, that in turn have the goal of <br />reducing the number of persons killed or injured in collisions. <br />
