#9.. 4th Street <br />Minter Street to Garfield Street <br />Existing Conditions and Recommendations <br />4th Street from Minter Street to Garfield Street is a one-third mile <br />segment running west to east at the east edge of downtown Santa <br />Ana. Land uses are primarily commercial retail and the Garfield <br />Community Center on the north side. This segment has not had any <br />recent fatalities or severe injuries, but due to roadway characteristics, <br />the safe systems approach calls for improvements. A high quality <br />pedestrian network of sidewalks and curb ramps are on both sides of <br />the street but no bicycle facilities exist. High visibility crosswalks are <br />missing.
