pursuant to the Water Shutoff Protection Act. Although water providers were required to comply with the Water <br />Shutoff Protection Act beginning in 2020, the Governor of California issued Executive Order N-42-20 on April <br />2, 2020 due to the COVID-19 emergency, which temporarily prohibited the disconnection of residential water <br />service for nonpayment of a water bill. The COVID-19 emergency moratorium on residential water shutoffs <br />expired in January 2022. The provisions of the Water Shutoff Protection Act remain in effect. <br />On May 21, 2024, the Treasury & Customer Service Division of Finance will introduce and conduct the <br />first reading of an Ordinance to bring the Santa Ana Municipal Code to compliance with the State's Water Shutoff <br />Protection Act. The Ordinance is scheduled for adoption at the next City Council Meeting on June 4, 2024. If the <br />Ordinance is adopted, it would go into effect July 4, 2024, and the City would begin delinquency noticing due to <br />nonpayment in August 2024. Should the Ordinance amendment be approved, billing due dates, delinquency <br />notifications and service disconnections will follow the adopted language in Chapter 39 of the City's Municipal <br />Code. <br />Outstanding Water System Indebtedness <br />The Water Enterprise currently has two State Revolving Fund loans, one in the amount of $10,117,365 <br />for the Automated Metering Infrastructure Project ("AMI"), and one for $13,761,712 for the Well 32 <br />Rehabilitation Project. Both projects have an interest rate of 1.1%; the AMI Project loan has a 20-year repayment <br />period, and the Well 32 Rehabilitation Project loan has a 30-year repayment period. The Bonds are being issued <br />on a parity basis with the outstanding State Revolving Fund loans. <br />Largest Customers <br />The following are the ten largest potable water customers of the Water System based on estimated <br />consumption as of June 30, 2023.
