Once each calendar year the Chief of Police shall conduct a review of the organization of <br />the Police Department to determine whether positions and assignments currently in the <br />Investigations Bureau represent a deployment of resources that best enables the department <br />to provide police services to the city. Effective the first day of the month following City <br />Council approval of this 2024-2027 MOU, the Chief of Police on a monthly basis shall <br />conduct a review of the organization of the Police Department to determine whether <br />positions and assignments currently in the Investigations Bureau represents a deployment <br />of resources that best enables the department to provide police services to the city. <br />The Chief of Police may, as a result of this review, remove positions and assignments from <br />the Investigations Bureau and assign them, and the individuals who occupy them, to other <br />bureaus or eliminate them and assign the individuals who occupy them to other positions <br />and assignments in the department. <br />The annual review and any re -assignment made as a result of the review shall be completed, <br />including the appeal thereof outlined below, sufficiently in advance of the annual patrol <br />deployment sign-up to enable those who will be assigned to Patrol to make use of their <br />seniority when choosing patrol shifts and days off. <br />Any employee who is informed that they will be removed from the Investigations Bureau <br />and lose the Investigations assignment pay differential may appeal per Article 16 to the <br />Chief of Police. This appeal constitutes the sole administrative appeal of the Chief s <br />decision, shall be conducted in an informal manner and the decision of the Chief shall be <br />final. <br />3.5 Field Operations shifts and requests for time off shall be based on seniority in job <br />classification and rank held within the employee's assigned Bureau. <br />7 <br />
