RFP #24-038A: On-Call Environmental Review Services for C HAM B E RS <br /> the Housing Division <br /> City of Santa Ana GROUP <br /> Lead-based Paint (LBP) Survey: The LBP Survey will be limited to the predominant style of accessible components that <br /> are present in the building. The survey will be performed using a direct reading x-ray fluorescent (XRF) device. Based <br /> on Converse's understanding of the property, and the client's needs, budget and schedule as presented,the following <br /> Scope of Services is proposed: <br /> 1. Visual survey of the areas for representative painted surfaces.Accessible areas will be surveyed.Samples of general <br /> building components (i.e.,visually identical surface paints)will be assumed to be representative of materials used <br /> throughout the building. <br /> 2. The limited survey is intended to identify representative painted surfaces.The survey is not intended to identify all <br /> painted surfaces or comply with HUD Guidelines, unless stated elsewhere in final project scope of work. <br /> The results of the survey will be evaluated to determine if lead is present in the surveyed paints.The XRF logs will be <br /> provided in the final report.The logs will contain the following information: paint color of component tested, type of <br /> substrate, lead concentration, and condition of paint. The results of the LBP Survey will be incorporated into the <br /> Asbestos Survey Report. <br /> Lead Risk Surveys: Converse will follow HUD Guidance Document Chapter 5 for Risk Assessment and Reevaluation. <br /> Scope will include: <br /> 1. Determine scope. 2. Interview residents and/or owners. <br /> 3. Survey building condition. 4. Determine whether units will be sampled and,if so,select units. <br /> 5. Conduct visual assessment. 6. Conduct dust sampling. <br /> 7. Conduct soil sampling. 8. Conduct paint testing as needed. <br /> 9. Sample tap water(optional). 10. Interpret the laboratory results. <br /> 11. Analyze data and discuss with client. 12. Prepare report. <br /> Limited Polychlorinated Biphenyls (PCB) Caulking Survey:The PCB Caulking Survey will be limited to the predominant style <br /> of accessible materials that are present at the building. Non-destructive sampling methods will be utilized as the <br /> structure is occupied. <br /> 1. Visual survey of the structure on-site for locations and condition of the caulk.Areas to be assessed include: <br /> • Caulk used to seal doors,windows and expansion joints including any areas where caulk was removed and/or <br /> replaced during past renovations. <br /> • Caulk found inside the building on the floor,windowsills, ledges,concrete joints, or other areas. <br /> • Interior halls and common use areas, particularly in areas where there is a potential for caulk to be touched or <br /> peeled away by a person. <br /> • Exterior areas, particularly in areas where there is a potential where the caulk may have impacted soil in a <br /> frequently used area such as a garden, play areas, bus stops and children pick up areas. <br /> 2. Bulk samples will be submitted to an accredited laboratory and analyzed by EPA Test Method 8082 on a standard <br /> turnaround time of 5 to 7 business days. <br /> 3. The limited survey is intended to identify representative caulking materials.The survey is not intended to identify <br /> all materials. <br /> The results of the survey will be evaluated to determine if PCBs are present in the collected and analyzed samples.The <br /> analytical test results will be presented together with the sample locations,a list of materials surveyed found to contain <br /> PCBs, and a field generated sample location map. <br /> Inventory of Other Hazardous Materials: Converse will inventory the following within the building: <br /> • Fluorescent Light Fixtures <br /> • Thermostats <br /> • Drums and/or containers of Hazardous Materials <br /> The fluorescent light fixtures will not be disassembled to access and observe the ballasts. Converse will assume one <br /> ballast is located within each florescent light fixture.
