Architect,, <br /> Planner& <br /> Conservatoia <br /> Statement of Understanding <br /> Based on the RFP and subsequent conversations with City staff,ARG understands that Santa Ana has a <br /> need for a citywide historic context statement(HCS);a citywide historic resource survey;and information <br /> on eight Historically Sensitive Areas(HSAs)and two General Plan Focus Areas(FAs)to assist development <br /> of design standards in an ongoing Zoning Code update. <br /> As previously discussed with the City, due to the physical size of Santa Ana and the complexity of its <br /> historical development,it is ARG's professional opinion that a full citywide survey comprising both <br /> reconnaissance and intensive survey phases could not feasibly be completed in the available timeframe <br /> and with the currently available funding. Instead,we propose developing a citywide HCS;conducting a <br /> reconnaissance-level citywide survey;and generating focused development histories and <br /> recommendations for development standards for the eight HSAs(Pacific Park,West Floral Park,Jack <br /> Fisher Park,Wilshire Square, Park Santiago, Morrison Park,Washington Square, and Heninger Park),the <br /> two FAs(South Main Street and West Santa Ana Boulevard),and new development adjacent to historic <br /> resources citywide. <br /> We have developed a work plan that maximizes data capture potential,lays the groundwork for a future <br /> intensive survey phase,and provides the framework for future resource assessment.Its overarching goal <br /> is providing the City with a comprehensive overview of its potential historic resources in order to facilitate <br /> planning and inform the Zoning Code update. <br /> Work Plan <br /> The following work plan is based on the National Register Multiple Property Documentation(MPD) <br /> approach,in keeping with best professional practices. It begins with extensive background research and <br /> development of a historic context statement,and continues with a reconnaissance survey of all parcels <br /> with improvements constructed through 1984(up to 40 years old).As detailed below,the work plan also <br /> includes community engagement,creation of development standard recommendations,coordination <br /> with the City's consultant on the Zoning Code update project, public meetings,and a final deliverables <br /> package.The work plan below is broken down by task and highlights deliverables for each. <br />
