Historic Context Statement and HSA/FA Focused Development Histories <br /> 1. Review any existing historic context statements and previous studies related to the study areas. <br /> Conduct primary and secondary source research and review results. Incorporate information <br /> from community engagement. <br /> 2. Synthesize background information to draft HCS outline of contexts,themes,subthemes,and <br /> property types for use and iterative refinement in reconnaissance survey. <br /> 3. Draft a citywide HCS to provide an evaluative framework for all resources;the HCS will be <br /> applicable to the HSAs/FAs and their resources.Per OHP guidelines,the HCS will use the National <br /> Register Multiple Property Documentation(MPD)approach to identify periods of significance, <br /> develop themes providing a framework for evaluation, identify property types,and provide <br /> eligibility criteria and integrity thresholds.Submit to City for review;revise per comments(the <br /> revised version will be submitted under Task 7 below).Assumes two(2)rounds of City review. <br /> 4. Draft focused development histories for the 8 HSAs and 2 FAs. Focused HCSs are not <br /> recommended for these areas,as the citywide HCS will provide the necessary evaluative <br /> framework. Instead,the development histories will provide the specific information needed to <br /> develop development and design standards appropriate to historic resources within each HSA/FA <br /> as part of the comprehensive Zoning Code update.Each to include brief development history <br /> narrative,general characterization of its current built environment,year-built map,and <br /> reconnaissance survey findings within that area.Submit to City for review; revise per comments <br /> (the revised versions will be submitted under Task 7 below).Assumes two(2) rounds of City <br /> review. <br /> *Deliverable(s):Draft HCS;Draft focused development histories for 8 HSAs and 2 FAs <br /> Task 5. Reconnaissance Survey—Citywide <br /> 1. Create GIS citywide and HSA/FA area maps and data tables(property spreadsheets),to include <br /> all known and potential properties as gleaned from City background documents,source research, <br /> and community input,to inform the reconnaissance survey. <br /> 2. Conduct a street-by-street citywide reconnaissance survey of all pre-1984 parcels. Update the <br /> spreadsheets to reflect information gathered in field, including newly identified potential historic <br /> resources(individuals and districts), updates to known properties,and properties requiring <br />
