education course, where participants receive six financial literacy classes based on Federal Deposit Insurance
Corporation's Money Smart Curriculum and as well as ongoing financial coaching, case management, and referrals
to HUD -approved agencies and reputable banking institutions. To help participants deepen their understanding of
these financial concepts and how to apply them to their individual circumstances, each session includes
opportunities for group discussions, in -class activities, and homework assignments that help participants identify
their short- and long-term financial goals, barriers (including habits and challenges that hinder them in achieving
those goals), and specific steps they need to take to realize those goals. To enhance the delivery of the financial
components of its Legado Academy Program, TCCDC partners with banking institutions, including First Citizens
Bank, Comunidad Latina Credit Union, and Wells Fargo, to lead financial literacy classes and provide financial
coaching services. Additionally, TCCDC is partnering with the Epicenter Foundation, a HUD -approved housing
counseling agency, to support our clients who are interested in homeownership.
Funding from CDBG will enable us to deliver Legado Academy programming at an estimated 11 community -based
sites in fiscal year 2025-2026, impacting 270 unduplicated individuals living in divested communities in Santa Ana.
Almost all of these sites are located in a CaIEPA Disadvantaged Community within Santa Ana and are dedicated to
serving LMI and vulnerable populations. Grant funds will primarily be used to support Legado Academy's program
staff - TCCDC's Family Program Coordinator and Operations Specialist - who oversee the day-to-day
implementation of the program. Specifically, with the support of TCCDC's Operations Specialist, the Family
Program Coordinator is responsible for recruiting/retaining community -based partners, developing the marketing
and outreach strategies to recruit participants at each of the site, recruiting and training Parent Leaders and Guest
Speakers to deliverthe program sessions, and providing ongoing oversight to ensure Legado Academy is on track
to meeting its benchmarks. The remaining grant funds requested from CDBG will be used to offset direct program
supplies and expenses including: materials for parent council training/meetings, live scan costs and other expenses
related to volunteers; program supplies for graduation and recognition events; and financial coach mentorship
meeting expenses.
EXHIBIT A
