Saigon Reform Presbyterian Church EXHIBIT A CHAMBERS <br /> City of Santa Ana <br /> GROUP <br /> June 12,2024 <br /> 64389_REV 1 <br /> Heidi Jacinto,Assistant Planner II <br /> 20 Civic Center Plaza <br /> Santa Ana, CA 92701 <br /> Subject: CEQA Exemption Peer Review for the Saigon Reform Presbyterian Church <br /> Dear Heidi Jacinto, <br /> We would like to thank you for reaching out to Chambers Group to provide this proposal to peer review the California <br /> Environmental Quality Act (CEQA) exemption and technical studies for the construction of a worship building, the <br /> Saigon Reform Presbyterian Church (Project/Proposed Project), to be located at 5321 West McFadden Avenue in the <br /> City of Santa Ana (City) (Project site).The Project site was previously developed with a church and was destroyed by a <br /> fire in 2005.There are two office buildings,surface parking, landscaping, and a previous church foundation remaining <br /> on site. The proposed development of Saigon Reform Presbyterian Church consists of a 6,000-square-foot worship <br /> building, a 2,665-square-foot multipurpose building, exterior modifications, the creation of a new driveway, <br /> reconfiguration of the parking lot, and rehabilitation of the onsite landscaping. <br /> We understand that a CEQA infill exemption, Air Quality and Greenhouse Gas (GHG) Evaluation, and Focused Traffic <br /> Impact Study were prepared for the Proposed Project.The purpose of conducting this peer review is to provide a legally <br /> adequate, unbiased, qualified, and objective "Third Party" review of the Notice of Exemption (NOE) and associated air <br /> quality,greenhouse gas, and traffic studies.The results of the peer review will serve as an informational document for <br /> the Proposed Project proponent,the public,the City staff,the Planning Commission, and the City Council. <br /> Technical review of the air quality,energy, GHG, and traffic reports will be reviewed by the following subconsultants: <br /> • Vista Environmental-Air Quality and GHG Evaluation <br /> • General Technologies and Solutions(GTS)—Focused Traffic Impact Study <br /> Should further detailed technical reviews be necessary, a revised scope will be provided. Chambers Group can <br /> commence work on this project as soon as we receive written notice to proceed (NTP). We will accomplish the scope <br /> of work as described below. <br /> Scope of Work <br /> The Third-Party peer review, which will include a review of the CEQA Categorical Exemption (CE) and associated <br /> technical studies for the Proposed Project, will be conducted to meet the statutory requirements of CEQA. Chambers <br /> Group's team is divided into two primary components:overall CEQA adequacy review and Subject Matter Expert(SME) <br /> review. The Chambers Group team consisting of environmental planners, biologists, and cultural resources specialists <br /> will provide a CEQA adequacy review of the documents' respective sections, supervision of the SMEs' review, and <br /> examine the document from the aspect of overall policy considerations, analysis, and CEQA compliance. <br /> SMEs will perform an adequacy review of their corresponding sections of the document and associated technical <br /> reports to confirm the legal adequacy of the analysis and provide recommendations and suggested edits to the <br /> documents. The peer review will consist of an analysis of all pertinent resources related to the technical document <br /> needed. Chambers Group will prepare a comment matrix that will indicate deficiencies or questions to clarify or bring <br /> a particular document into conformance with CEQA. Our scope assumes one single round of review, a review of <br /> responses to the comment matrix,and two rounds of comments.Should additional rounds be required,a separate scope <br /> and cost will be prepared. <br /> We assume we will receive the following documents from the City and/or Project Applicant: <br /> • CEQA Exemption Memorandum and NOE <br /> Est <br /> 1979 www.chambersgroupinc.com <br />
