COUNCIL RECESSED TO THE COMMUNITY REDEVELOPMENT AGENCY <br />MEETING AT 7:22 P.M. <br /> <br />COUNCIL RECONVENED AT 7:25 P.M. WITH SAME MEMBERS PRESENT <br /> <br />WORK STUDY SESSION <br /> <br />WS.A. <br /> <br />PROPOSED LIGHTING, LANDSCAPING, AND STREET MAINTENANCE <br />ASSESSMENT DISTRICT <br /> <br />Terri Cable, Administrative Services Manager, Public Works Agency <br />updated the Council relative to the proposed Citywide Maintenance <br />Assessment District. Highlights of this presentation are as follows: <br /> <br />· The City is proposing a citywide assessment district for street <br /> maintenance and repair; graffiti removal; park and median <br /> maintenance; and street lighting <br />· The City has retained a professional Ehgineering firm (Berryman and <br /> Henigar) to assist in developing the district <br />· The proposed assessment district provides a reliable method of <br /> funding specific operations included in the district; assesses an <br /> ongoing, annual fee on each parcel; is based on specific benefit to <br /> each property; requires an affirmative vote (50%, weighted) of the <br /> property owners within the City to establish <br />· Includes Federal, State, County, City, an_d School District properties <br />· Will be overseen by a Citizen's Oversight Committee <br />· The fee for a single-family unit is estimated to be $30-$35 per year; <br /> commercial property fee will be equivalent, based on the size <br /> (acreage) of the property <br />· These fees will generate approximately $2.5 million in new revenues <br />· Assessment revenues will be used to maintain existing service levels <br /> of street repair, graffiti removal, park and median maintenance, and <br /> street lighting <br />· Street maintenance and repair are performed by City Crews <br />· Graffiti removal is handled by City crews and by contractors <br />· Maintenance of the parks and special facilities, landscaped bikeways, <br /> and recreational facilities is handled by City crews <br />· Included ara park and ball field lighting costs <br />· Maintenance of the City's medians are handled by contractors <br />· The contractor also maintains neighb~orhood entry monuments and <br /> other landscaped areas <br />· The City owns and maintains historic lights.
