WORK STUDY SESSION <br /> <br />· The budget for the proposed Assessment District is $9.5 million; $7.0 <br /> million in revenue is from the General Fund and $2.5 will be from <br /> Assessment District fees <br />· Without an assessment district the City will need to cut back street <br /> repairs and maintenance; increase response times for the removal of <br /> graffiti; reduce current levels of maintenance and care of parks, play <br /> fields, and medians; and, reduce street lighting in neighborhoods, <br /> commercial areas, and parks <br />· The ballot sent to property owners will include the specific assessment <br /> amount; reason for the assessment; basis for the assessment; and, the <br /> process for returning the ballot <br />· If the City Council approves, the ballots will be sent out May 23, 2003 <br /> and returned by July 7, 2003 <br />· The public hearing on this matter will be held on July 7, 2003 <br /> <br />Glen Stroud asked if future Councils would have the ability to change the <br />use of the assessment funds; he further asked if the assessment could be <br />increased without a public vote.
