WORK STUDY SESSION <br /> <br />· Reconstruct significant portions of four major arterials: Euclid <br /> Street, Dyer Road, Grand Avenue, and Newhope Street <br />· Invest in infrastructure improvements: $1.3 million in capital <br /> improvement in Sewer Enterprise and $1.1 million in water systems <br /> improvements <br />· Secure financing for a new parking garage to serve the needs of <br /> the new British Museum satellite facility <br />· Continue efforts to attract artist, quality restaurants, and <br /> complementary developments in the Artists Village <br />· Implement the fifth year strategy for the Empowerment Zone <br />· Enhance the City's position in the global economy by continuing the <br /> implementation of the International trade program <br />· Support the city's economic base through the expansion of the <br /> Santa Ana Auto Mall <br />· Continue the City's effort to increase community awareness and <br /> educate the residents on pedestrian safety issues <br />· Install four lighted crosswalks and one traffic signal at key <br /> intersections <br />· Install red light violator cameras at key intersections <br />· Reinforce the City's internal systems by improving data systems <br /> with funding for strategic technology plan <br />· Continue the implementation of our Total Quality Service <br /> philosophy <br /> <br />Following the budget presentation by staff, Council discussion ensued. <br />The following issues were raised by Councilmembers for further review <br /> <br />· Provide an itemization of the types and costs of the <br /> infrastructure improvements scheduled for the New Horizons <br /> Neighborhood in the coming year <br />· Provide a description of the scope and the projected costs in <br /> 2003-04 to the City or Agency associated with the operations <br /> and improvements to the Bowers Museum to accommodate the <br /> new satellite facility of the British Museum <br />· Provide an accounting of the actual and projected costs <br /> associated with the International Business Center <br />· Provide a definition of the grants and the restrictions associated <br /> with the grants for the projects funded in the Capital <br /> Improvement Program (CIP) <br />· Provide the details of the insurance requirements for outside <br /> groups to hold events in the Downtown <br />· Contact the soccer leagues to discuss the proposed increase to <br /> the soccer surcharge and share their recommendation on the <br /> implementation of the fee <br /> <br />CITY COUNCIL MINUTES 195 MAY 19, 2003 <br /> <br /> <br />
