Section 2: The City Clerk shall certify to the passage of this Ordinance and shall cause the same to be published in three issues of the Santa ~na Register, a newspaper printed, published, and circulated in the City of Santa aha, and hereby designated for that purpose. This Ordinance shall take effect 30 days from and after the day on which it is passed and adopted.
