Section 33.. This Ordinance is urgently required <br />for the immediate preservation of public peace, health, <br />and safety for the reasons that the moneys appropriated <br />hereby are necessary in order to maintain the necessary <br />payments of the various departments of the City to re- <br />tain the employees and obtain the necessary supplies <br />to police and otherwise protect the persons and pro- <br />perty within the City and to render the other necessary <br />services; therefore, the City Council declares that <br />this Ordinance shall take effect as, and is adopted <br />as, an emergency measure and is to be in force from <br />the date of its publication. <br /> <br /> Section 34.
