SECTION 2. That a new Section to be Numbered 2614 be added to Part l, Chapter 6 of the Santa Ana Municipal Code to read as follows: "SECTION 2614. Sale to Governmental Agencies. The provisions in this Part I regulating the sale of surplus City personal or real property shall not apply to any sale of such property made to any other ~ity or to a State, County, the Federal Government or any political subdivision of any of them and such sales made to such vendees or grantees may be upon a basis of direct nego- tiation without the necessity for public auction or competitive bid- ding, when the authority so to negotiate has been granted by the Council." SECTION 3. The Clerk of the Council shall certify to the passage of this Ordinance and shall cause the same to be published, within 15 days after its adoption, in one issue of the Santa Ana Independent. This Ordinance shall taEe effect 30 days from and after the date of its adoption.
