though such area outside of the City limits may stand of record <br />as ow-ned by the same person or persons receiving water service <br />on adjacent land within the City limits. However, when the rec- <br />ord owner of any parcel of land has signed a petition requesting <br />that said land be annexed to the City, and filed the same with <br />the Clerk of the Council, temporary connection may be made with <br />the water lines of the City for use on said land, and water may <br />be served from the City water lines for use on said land under <br />such temporary connection during the annexation proceeding. If, <br />for any reason, said land is not annexed to the City, such tem- <br />porary service shall be terminated upon the termination of annex- <br />ation proceedings, and the water lines shall be physically dis- <br />connected and no Further water served to said land until a further <br />petition has been filed as herein provided for. <br /> <br /> Any land outside of the corporate limits receiving water <br />service from the City on the effective date of this Ordinance <br />may continue to be served, subject to all of the provisions of <br />this Chapter and all other rules of the City, at double the rates, <br />charges, an~ penalties herein specified for service within the <br />City limits. <br /> <br />Section ?403. Applications for Service. <br /> <br /> All applications to have the water turned on or to transfer <br />responsibility for water charges shall be made to the Finance De- <br />partment on the forms, and in conformity with the procedure, es- <br />tablished by the Director of Finance, and all such applications <br />must be signed by the record owner of the land, or if said land <br />stands in an ownership showing two or more names, then by one of <br />said record owners, or by an agent for such record owners. Said <br />application shall show the names of the record owners and the <br />manner in which title is held. <br /> <br />Section 740~. Real Property Owner Responsibility. <br /> <br /> The owners of real property shall~be responsible for the pay- <br />ment of water consumed on said property, together with all pen- <br />alties and charges in connection therewith. Delinquent water <br />accounts, including charges and penalties, are hereby declared to <br />be a lien against the real property on which the water service <br />was rendered, and said lien shall not be affected by any change <br />of ownership of the real property. <br /> <br />Section 7405. Payment of Water Rates - Penalties. <br /> <br /> All water rates are due and payable at the Finance Depart- <br />ment in the City Hall on the date of billing thereof, and become <br />delinquent fifteen days after the date of such billing. A <br />penalty of ten per cent shall be charged on all unpaid water <br />bills thirty days after the billing date. <br /> <br /> If the bill remains unpaid thirty-five days after the bill- <br />ing date thereof, the water shall be shut off from the premises <br />and shall remain off until all charges, penalties and fines <br />shall have been paid. <br /> <br /> When the supply of water has been turned off for a viola- <br />tion of any ordinance, regulation, or requirement of the City <br />governing consumers of water, such supply of water shall not be <br />turned on again except upon payment of all charges, penalties <br />and fines due, together with an additional charge of one dollar <br />for restoration of service. <br /> <br />-2- <br /> <br /> <br />
