SECTION 3224. Persons Riding Bicycles or Animals Shall <br /> Obey Traffic Requlations. <br /> <br /> Every person riding a bi.cycle or riding or driving an <br />animal upon a highway shall be granted all of the rights and <br />shall be subject to all of the duties applicable to the driver <br />of a vehicle as provided for by this Code, except those <br />provisions which by their very nature can have no application. <br /> <br />SECTION 3225. Public Employees Shall Obey Traffic Requlations. <br /> <br /> The provisions of Article III, Chapters 2 and 3 of this <br />Code shall apply to the driver of any vehicle owned by or used <br />in the service of the United States Government, any State, <br />County, or City, and it shall be unlawful for any such driver <br />to violate any of the provisions of said Chapters, except as <br />otherwise permitted herein or by State statute. <br /> <br />SECTION 3226. Exemptions to Certain Vehicles. <br /> <br /> The provisions of Article III, Chapters 2 and 3 of this <br />Code, regulating the parking and standing of vehicles, shall <br />not apply to any vehicle of the Police or Fire Departments, <br />any public or private ambulance or any public utility vehicle <br />which is qualified as an authorized emergency vehicle when such <br />vehicle mentioned in this Section operates in the manner <br />specified in the Vehicle Code in response to emergency calls. <br />Said provisions regulating parking or standing vehicles shall <br />not apply to any vehicle belonging to the City government or a <br />public utility or its agent while necessarily in use on con- <br />struction or repair work on or in the public right of way. <br />The foregoing exemption shall not, however, protect the driver <br />of any such vehicle from the consequences of his willful <br />disregard of safety of others. <br /> <br />SECTION 3227. Notice of Accident. <br /> <br /> The driver of a vehicle involved in any accident resulting <br />in damage to property shall, within twenty-four hours after the <br />accident, make, or cause to be made, a written report of the <br />accident to the Police Department. <br /> <br />SECTION 3227.1. Same. When Driver Unable to Report. <br /> <br /> Whenever the driver of a vehicle is physically incapable <br />of making a required accident report as required in Section 3227, <br />any occupant in the vehicle at the time of the accident shall <br />make the report or cause it to be made. <br /> <br />Part 3 - Traffic Control Devices and <br /> Turning Movements. <br /> <br />SECTION 3230. Authority to Install Traffic Control Devices. <br /> <br /> The Director of Public Works has the power and duty to <br />place and maintain, or cause to be placed and maintained, <br />official traffic control devices when they are required or <br />authorized by State Law, or Ordinances or Resolutions of this <br />City. NO provisions of the Vehicle Code or this Chapter, for <br />which signs or markings are required, shall be enforced against <br /> alleged violators unless appropriate signs or markings are <br />in place giving notice of such provisions of the traffic laws. <br /> <br />-4- <br /> <br /> <br />
