The Director of Building Safety of the City of Santa Ana is <br />hereby vested with the authority to enforce all of the provisions <br />of this Code and shall have the right to enter upon any premises <br />at all reasonable hours for the purpose of inspecting the in- <br />stallation and working of all apparatus coming within the terms <br />of this Article and no person shall interfere with the Director <br />of Building Safety in making the inspections or refuse to permit <br />the Director of Building Safety or his deputies to enter the <br />premises for such purposes. <br /> <br />SECTION 8304. penalties. <br /> <br /> Section 90-11 is hereby added to Article 90 to read as follows: <br /> 90-11. Penalties. <br /> (a) This Code shall not be construed to relieve from or <br /> lessen the responsibility of any party owning, operating, con- <br /> trolling or installing any electric wiring, electric devices, or <br /> electric material for damages to persons or property caused by <br /> any defect therein, nor shall the jurisdiction be held as <br /> assuming any such liability by reason of the inspection authorized <br /> herein or certificate of inspection issued as herein provided. <br /> (b) The Director of Building Safety is hereby authorized to <br /> determine the intent and meaning of any provision of this Code. <br /> (c) Any person violating any of the provisions of this Code <br /> shall be guilty of a misdemeanor. <br /> (d) Every person violating any of the provisions of this Code <br /> shall be deemed guilty of s~separate offense for each day or <br /> portion thereof during which such violation continued. <br /> (e) It is unlawful for any person, either as owner, architect, <br /> contractor, artisan, or otherwise, to do or knowingly to cause <br /> or permit to be done any electrical wiring as defined in this <br /> Code in such manner that the same shall not conform to all of <br /> the provisions of this Code. <br /> <br />SECTION 8905. Permits, Fees, and Inspections. <br /> Article 91 is hereby added to read as follows: <br /> ARTICLE 91 - PERMITS, FEES, AND INSPECTIONS <br /> <br />91-1. Permits. No electrical equipment shall be installed within <br />or on any building, structure or premises, publicly or privately <br />owned, nor shall any alteration or addition be made in any such <br />existing equipment without first securing a permit therefor from <br />the Director of Building Safety, except, as provided in Subsection <br />91-1 (a) . <br /> (a) Minor repair work, such as the replacement of lamps or the <br />repair and connection of portable electrical equipment to suitable <br />permanently installed receptacles. <br /> <br />91-2. Permits may be issued only to a person, firm or corporation <br />licensed by the State of California in the classification author- <br />ized to perform the work and subject to the conditions and <br />limitations of such classification, or to a person, firm, or <br />corporation qualifying under Section 91-4, or to an owner <br />qualifying under Section 91-5. <br />91-3. Applications for electrical permits, describing the work <br />to be done, shall be made in writing to the Director of Building <br />Safety. The application shall be accompanied by such plans, <br />specifications and schedules as may be necessary to determine <br />whether the installations as described will be in conformity with <br />the requirements of the sections in this Code pertaining to <br />electricity. If it shall be found that the installation as <br />described will conform to all legal requirements, and if the <br />applicant has complied with the provisions of the sections in <br />this Code pertaining to electricity, a permit for such instal- <br />lation may be issued upon receipt of fees therefor, as prescribed <br />in Section 91-12. No deviation may be made from the installation <br />described in the permit without the written approval of the <br />Director of Building Safety. <br /> <br />-10- <br /> <br /> <br />
