(g) The date, the hour of beginning, and the hour of ending <br /> of such use; <br />(h) The statement of whether or not charity, gratuity, or <br /> offering will be solicited or accepted; and <br />(i) If charity, gratuity, or offering will be solicited or <br /> accepted, a statement of what will be done with the <br /> proceeds, together with a percentage breakdown of <br /> its use, showing the percentage to be retained by <br /> the participants and what percentage goes to each. <br /> <br /> SECTION 2: That this Ordinance is urgently required for the <br />immediate preservation of public peace, health and safety. The <br />following is a specific statement showing the urgency of this <br />Ordinance: <br /> <br /> That an increasing number of requests are being made for the <br />holding of parades, processions, and other types of gatherings <br />within the City. Recent events have demonstrated that parades and <br />gatherings carry with them a high degree of danger of civil disorder, <br />if not violence, requiring that such activities be closely controlled <br />in order that incidents s~ort of criminal acts can be proscribed <br />or regulatedl.
