(g) The date, the hour of beginning, and the hour of ending <br /> of such use; <br />(h) The statement of whether or not charity, gratuity, or <br /> offering will be solicited or accepted; and <br />(i) If charity, gratuity, or offering will be solicited or <br /> accepted, a statement of what will be done with the <br /> proceeds, together with a percentage breakdown of <br /> its use, showing the percentage to be retained by <br /> the participants and what percentage goes to each. <br /> <br /> SECTION 2: That this Ordinance is urgently required for the <br />immediate preservation of public peace, health and safety. The <br />following is a specific statement showing the urgency of this <br />Ordinance: <br /> <br /> That an increasing number of requests are being made for the <br />holding of parades, processions, and other types of gatherings <br />within the City. Recent events have demonstrated that parades and <br />gatherings carry with them a high degree of danger of civil disorder, <br />if not violence, requiring that such activities be closely controlled <br />in order that incidents s~ort of criminal acts can be proscribed <br />or regulatedl. It is felt that regulations attendant to permits <br />are required to keep such activities peaceable; therefore, this <br />City Council hereby declares that this Ordinance shall take effect <br />as, and is adopted as an emergency measure to be in force from and <br />after its publication. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa <br />Ana as an emergency measure at its regular meeting held on the 18th <br />day of May, 1970. <br /> <br />ATTEST: <br /> <br />CLERK OF THE COUNCIL <br /> <br />MAYOR <br /> <br />STATE OF CALIFORNIA) <br />COUNTY OF ORANGE ) <br />CITY OF SANTA ANA ) <br /> <br />SS <br /> <br /> I, FLORENCE I.
